重大线型水利工程征迁安置风险管理研究

【摘要】：线型水利工程征迁安置工作线路长、涉及部门多、影响范围广,风险因素随着工程进展不断变化,具有长期性、区域性、隐蔽性的特点,增加了风险识别、评价计算和管理决策的难度。根据线性工程风险特性和征迁安置规划实施情况,在深入分析调研资料和理论成果的基础上,构建符合线型水利工程征迁安置工作实际的风险评价指标体系。通过拓展风险等级评价空间,运用层次分析法和模糊数学原理计算指标权重和风险等级水平,给出风险处理的合理建议,为同类工程征迁安置风险管理提供参考和借鉴。主要研究成果如下:(1)基于工程建设目标和征迁安置工作内容,运用霍尔三维结构模型,从时间维、因素维和目标维三个角度对征迁安置风险进行全面识别,通过指标筛选、分解、优化、整合,构造重大线型水利工程征迁安置风险评价指标体系。(2)根据相应规范、已有方法和工程实践经验,按照五级风险标准划分风险等级评价空间,并运用层次分析法对各层指标进行权重计算和重要性排序。(3)考虑风险模糊不确定性,定量指标采用模糊隶属函数法,而定性指标则采用专家逐级估量法计算风险等级水平,并通过南水北调工程典型实例验证方法的合理性。(4)结合风险分析结果和工作经验总结,提出相应风险处理措施和建议,进一步提升征迁安置管理工作效率和效果。
[Abstract]:The line type water conservancy project requisition relocation work line is long, involves the department many, the influence scope is wide, the risk factor with the project progress unceasingly changes, has the long-term nature, the region, the hidden nature characteristic, increased the risk identification, According to the risk characteristics of linear engineering and the implementation of resettlement plan, on the basis of in-depth analysis of research data and theoretical results, This paper constructs a risk evaluation index system in line with the actual situation of relocation and relocation of linear water conservancy projects. By expanding the risk grade evaluation space, the index weight and risk grade level are calculated by using AHP and fuzzy mathematics principle. The reasonable suggestion of risk management is given, which can be used as a reference for the risk management of similar projects. The main research results are as follows: 1) based on the project construction objectives and the contents of the resettlement, the Hall three-dimensional structural model is used in time dimension. The risk of resettlement and requisition is fully identified from three angles of factor and objective dimension. The evaluation index system of risk of requisition and resettlement of major linear water conservancy projects is constructed by selecting, decomposing, optimizing, integrating and constructing the evaluation index system of the risk of requisition and resettlement of major linear water conservancy projects according to the corresponding norms. The existing method and engineering practice experience, according to the five-level risk standard, divides the risk grade evaluation space, and uses the analytic hierarchy process to calculate the weight of each layer index and the importance sort. 3) to consider the risk fuzzy uncertainty, The quantitative index adopts fuzzy membership function method, while the qualitative index adopts the expert step by step method to calculate the risk grade level, and the rationality of the method is verified by the typical example of South-to-North Water transfer Project. Put forward the corresponding risk management measures and suggestions to further improve the efficiency and effectiveness of resettlement management.
