阶层和谐视域下社会治理机制创新研究

【摘要】：新中国成立后社会建设所取得的成绩,是推进社会治理创新的必然结果。中共十八届三中全会关于全面深化改革,创新社会治理任务的明确指出,标志着社会建设从社会管理到社会治理的一个新跨越,开启了社会治理机制创新的新阶段。与此同时,改革开放30多年来社会主义市场经济体制的深入发展,“两阶级一阶层”的群体结构日趋复杂,新的社会阶层结构以及群体结构出现,使得阶层不断分化与重组,阶层间的利益矛盾和冲突增加。我国正处于全面深化改革的关键时期,经济体制、社会结构、价值观念等发生了巨大变化,因此构建与和谐的阶层关系相适应的社会治理机制就显得尤为重要。为促进阶层关系的和谐,社会治理机制创新面临重大挑战。首先,利益主体多元化、利益博弈和分化、利益表达渠道不畅通,加大了各阶层群众之间利益统筹的难度;其次,阶层文化冲突的日益凸显和激烈,导致了社会成员行为失范;最后,矛盾复杂化、矛盾易激化、矛盾调处疑难化,加剧了人民内部矛盾的多发易发。分析阶层关系和谐视域下社会治理机制创新面临的挑战及其原因,结合实际积极回应为促进阶层关系和谐而推进社会治理机制创新面临的挑战,通过完善利益协调机制统筹阶层利益,整合文化调整机制规范社会行为,创新矛盾调处机制预防和化解社会矛盾等对策,体现阶层关系和谐视域下社会治理机制在理念、主体、制度、机制等方面的创新性。
[Abstract]:The achievements made in social construction after the founding of New China are the inevitable result of promoting social governance innovation. The third Plenary session of the 18th CPC Central Committee clearly pointed out that the tasks of comprehensively deepening reform and innovating social governance should be comprehensively deepened. It marks a new leap in social construction from social management to social governance, and opens a new stage of social governance mechanism innovation. With the deep development of the socialist market economy system in the past 30 years of reform and opening up, the group structure of "two classes and one stratum" is becoming more and more complicated. Conflicts of interest and conflicts among strata have increased. Our country is in a critical period of comprehensive deepening of reform. Great changes have taken place in the economic system, social structure, values, etc. Therefore, it is particularly important to construct a social governance mechanism suitable to harmonious stratum relationship. In order to promote the harmony of stratum relationship, the innovation of social governance mechanism faces great challenges. Interest expression channels are not smooth, which makes it more difficult for the masses of all strata to coordinate interests; secondly, the increasingly prominent and intense cultural conflict of the stratum leads to the loss of social members' behavior; finally, the contradictions are complicated and the contradictions are easily intensified. The contradictions are difficult to be solved and difficult to deal with, which exacerbates the frequent and easy occurrence of contradictions among the people. This paper analyzes the challenges and causes of the innovation of social governance mechanism from the perspective of harmonious social relations. In combination with the actual situation, the author positively responds to the challenge of promoting the innovation of social governance mechanism in order to promote the harmony of social stratum relationship. Through perfecting the mechanism of interest coordination, coordinating the interests of the stratum, integrating the cultural adjustment mechanism to standardize social behavior, Innovating the mediation mechanism of contradictions to prevent and resolve social contradictions reflects the innovation of social governance mechanism in concept subject system mechanism and so on under the view of harmonious stratum relationship.
