重大突发事件政府应急信息发布内容研究

【摘要】：当前我国正处于社会转型期,各种灾难性事件、公共卫生事件、经济性突发事件和政治性突发事件等重大突发事件的发生,不仅对政府应急管理能力提出了挑战,同时也对政府应急信息发布工作也提出了新要求。规范和完善政府应急信息发布内容,能够提升政府应急信息发布工作水平,推动突发事件的顺利解决,具有重要的理论价值和现实意义。目前,国内外学者对重大突发事件政府应急信息发布内容的构成、要求、存在的问题、原因等方面进行了研究,取得了较为丰硕的研究成果。但是,需要指出的是,由于受多种因素影响,目前我国重大突发事件政府应急信息发布内容存在的问题还比较突出,急需得到解决。文章提出重大突发事件政府应急信息发布内容由事前、事中和事后三个阶段的内容构成。同时认为重大突发事件政府应急信息发布内容应坚持基于信息的质和量的原则和基于信息表达形式的原则。文章运用案例分析法,以“7?23”甬温线动车追尾事故为例,并结合近些年来各类重大突发事件政府应急信息发布内容的现实情况,从政府应急信息发布内容不真实、政府应急信息发布内容不全面、政府应急信息发布内容轻重失衡和政府应急信息发布内容与公众需求方向不符四个方面,分析了我国重大突发事件政府应急信息发布内容存在的问题。然后,从观念因素、制度因素、管理因素和技术因素对影响重大突发事件政府应急信息发布内容的因素进行分析。针对这些问题和原因,从全程管理的视角出发,提出完善重大突发事件政府应急信息发布内容的基本对策,指出应加强政府应急信息发布内容的前端控制,包括推进政府应急信息发布理念建设,完善法律法规和制度建设,设立专门的常设型应急信息发布机构和提高政府应急管理人员的素质等;提高政府应急信息发布内容的中端管理,包括拓宽应急信息来源的渠道,完善应急信息沟通机制,规范应急信息的审核和报送三个方面;强化政府应急信息发布内容的后端保障,包括完善政府应急信息发布监督机制,健全行政问责制度等。
[Abstract]:At present, our country is in the period of social transition. The occurrence of various catastrophic events, public health events, economic emergencies and political emergencies not only challenges the ability of government emergency management.At the same time, the government also put forward new requirements for the release of emergency information.Standardizing and perfecting the contents of government emergency information release can improve the level of government emergency information release and promote the smooth resolution of emergencies, which has important theoretical value and practical significance.At present, scholars at home and abroad have studied the composition, requirements, existing problems, reasons and other aspects of the contents of the government emergency information release of major emergencies, and have achieved fruitful research results.However, it should be pointed out that due to the influence of many factors, the problems existing in the contents of the government emergency information release for the major emergencies in our country are still prominent, and need to be solved urgently.This paper puts forward that the content of government emergency information release is composed of three stages: beforehand, during and after the event.At the same time, it is believed that the content of government emergency information should be based on the principles of quality and quantity of information and the principle of form of information expression.This paper applies the case analysis method, taking the rear-end accident of "7yun23" Yongwen railway train as an example, and combining with the actual situation of the government emergency information release content of all kinds of major emergencies in recent years, from the fact that the government emergency information release content is not true.The contents of the government emergency information release are not comprehensive, the government emergency information release content is out of balance, and the government emergency information release content does not conform to the direction of the public demand.This paper analyzes the problems existing in the issue of government emergency information for major emergencies in China.Then, this paper analyzes the factors that affect the content of the government emergency information release from the concept factor, the system factor, the management factor and the technical factor.In view of these problems and reasons, from the perspective of whole process management, this paper puts forward the basic countermeasures to improve the contents of government emergency information release for major emergencies, and points out that the front-end control of government emergency information release content should be strengthened.It includes promoting the construction of the concept of government emergency information issuing, perfecting the construction of laws, regulations and systems, setting up a special permanent organization for issuing emergency information and improving the quality of government emergency management personnel, etc.Improving the middle management of the contents of government emergency information release, including broadening the channels of emergency information sources, perfecting the communication mechanism of emergency information, standardizing the examination and reporting of emergency information;Strengthening the back-end guarantee of the government emergency information release, including perfecting the supervision mechanism of the government emergency information release, perfecting the administrative accountability system and so on.
