【摘要】：农村公共服务市场化发展有利于减轻政府财政压力、行政压力,激发企业、个人、第三部门的竞争意识,通过完善企业的管理机制和增强创新能力争取在竞争中取得胜利。农村公共服务市场化发展,有利于提高公共服务质量,降低公共服务成本,满足农民的日常生活需求和精神需求,提高农民的幸福指数。总而言之,农村公共服务市场化发展有利于三农的建设,社会的稳定,对农村的发展起到重要的作用。但是,由于我国市场运行机制不完善,相关法律法规不健全、政府与企业之间存在权力寻租问题、第三部门发展较弱这些问题都严重制约了我国农村公共服务市场化的发展。因此,深入研究农村公共服务市场化过程中存在的问题、问题的原因、对策是目前我国政府工作的重中之重。本文运用文献分析法、理论与实践相结合的方法对我国农村公共服务市场化问题进行深入研究,回顾我国农村公共服务市场化发展历程,总结现状,从主体、内容、形式三部分分析存在的问题,如政府存在黑箱操作、公共服务发展滞后、工程招标形式化等问题。深入研究国外的成功经验以及对我们的启示。在此基础上有针对性的提出对策:首先,要健全的市场运行体制;其次要完善相关的法律法规,做到执法必严,违法必究;最后,政府需要简政放权。政府职能“划桨”转变为“掌舵”,真正做到服务型政府,为农民服务,为市场化服务。通过深入的改革来提高公共服务的供给质量。
[Abstract]:The market-oriented development of rural public services is conducive to lightening the financial pressure and administrative pressure of the government, stimulating the competitive consciousness of enterprises, individuals and the third sector. Through perfecting the management mechanism of the enterprise and strengthening the innovation ability to win the competition, the market-oriented development of the rural public service will help to improve the quality of the public service and reduce the cost of the public service. In short, the market-oriented development of rural public services is conducive to the construction of agriculture, rural areas and farmers, social stability, and play an important role in rural development. Due to the imperfect market operation mechanism, the imperfect laws and regulations, the problem of rent-seeking between the government and the enterprises, and the weak development of the third sector, these problems have seriously restricted the development of the marketization of rural public services in China. The problems existing in the process of marketization of rural public services, the causes of the problems, and the countermeasures are the top priority of the government work in China at present. This paper applies the literature analysis method to study the problems existing in the process of marketization of rural public services. By combining theory with practice, this paper makes a deep research on the marketization of rural public services in China, reviews the development course of the marketization of rural public services in China, summarizes the present situation, and analyzes the existing problems from three parts: the main body, the content and the form. For example, the government has some problems such as black box operation, the development of public service lagging behind, the formalization of project bidding and so on. The successful experience of foreign countries and its enlightenment to us are studied deeply. On the basis of this, the countermeasures are put forward: first, It is necessary to improve the market operation system; secondly, to perfect the relevant laws and regulations, to enforce the law strictly, and to prosecute violations of the law; finally, the government needs to simplify its administration and delegate its power. The government's function of "paddling" is transformed into "steering the wheel", so as to truly achieve a service-oriented government. To improve the supply quality of public services through in-depth reform.
