“领导小组机制”:科层治理运动化的实践渠道

【摘要】：运动式治理是如何"嵌入"科层组织从而提升治理稳定性的?科层治理与运动式治理之间存在怎样的转换和嵌入机制?结合在A区的田野观察,文章在周雪光"中共人事制度说"和陈家建提出的"督查机制"研究的基础上,试图提供一个新的解释机制——领导小组机制。文章呈现了A区创建工作领导小组的日常运作机制,并对领导小组机制的治理绩效进行了分析。研究发现,地方领导小组作为沟通科层治理和运动式治理的治理机制,通过科层化的权威介入,依托领导小组及其办公室的运作,增强了科层治理的运动性和资源动员整合能力,同时也为运动式治理提供了稳定的组织载体。因此,领导小组治理机制成为科层治理运动化的实践路径。本研究有助于进一步增强对中国政治官僚制下政府治理机制对地方治理影响的理解。
[Abstract]:How does sport governance "embed" layer organization to enhance governance stability?What is the mechanism of transformation and embedding between hierarchical governance and sport governance?Combined with field observation in area A, the paper tries to provide a new explanation mechanism, leading group mechanism, on the basis of Zhou Xueguang's "the theory of Communist Party personnel system" and Chen Jia-jian 's "supervision and inspection mechanism".This paper presents the daily operation mechanism of the work leading group in area A, and analyzes the governance performance of the leadership group mechanism.The study found that the local leading group, as the governance mechanism of communicating branch governance and sports governance, relies on the operation of the leading group and its office through the authority intervention of the branch level.It enhances the ability of mobility and resource mobilization and integration, and also provides a stable organizational carrier for sports governance.Therefore, the leading group governance mechanism has become the practice path of division-level governance.This study is helpful to further enhance the understanding of the influence of government governance mechanism on local governance under Chinese political bureaucracy.
