国家治理现代化进程中的社会矛盾解决机制建构

【摘要】：社会矛盾解决是一个伴随着社会主义现代化进程并适应着国家治理体系现代化要求的演进过程。在国家治理体系和治理能力现代化进程中,社会矛盾解决机制始终随着国家政策导向与社会内生格局的变化进行适应性调整。当前,我国进入到战略机遇期与矛盾凸显期并存的发展阶段,更为复杂的社会利益结构体系和社会矛盾纠纷类型相继出现,不同地区的社会矛盾解决机制也呈现出截然不同的状况和效果:有些地区将社会矛盾纠纷解决锁定于政府行政权力对社会资源的操控,传统的维稳观念与现代治理理念大相径庭;相当多数地区积极为社会矛盾纠纷解决赋予了更多的治理内蕴,在资源配置、利益分配、发展目标等层面表现出共建共治的新特征。近年来全国各地所涌现出的一批典型经验和模式,表明政社互动业已成为社会治理的突破口和关键。下一步,中国社会矛盾纠纷化解机制的建构应以政社互动为导向,紧扣政府治理和社会调节、居民自治良性互动的改革目标,实现政府有限干预与社会合作共治的有机衔接,推进政府赋权转能与社会自我治理的协同发展,促进政府解纷息争与社会理性维权的规则之治。
[Abstract]:The solution of social contradiction is an evolutionary process following the process of socialist modernization and adapting to the requirements of modernization of national governance system.In the process of modernization of national governance system and governance ability, the mechanism of resolving social contradictions has always been adjusted adaptively with the change of national policy orientation and social endogenetic pattern.At present, our country has entered the development stage of the coexistence of strategic opportunity period and contradiction prominent period. The more complicated social interest structure system and the social contradiction dispute type appear one after another.The mechanism of resolving social contradictions in different regions also presents different situations and effects: in some regions, the settlement of social contradictions and disputes is locked in the manipulation of social resources by the government's administrative power.The traditional concept of maintenance and stability is quite different from the modern concept of governance, and most of the regions actively give more management connotation to the settlement of social contradictions and disputes, and show the new characteristics of co-construction and co-governance in the aspects of resource allocation, benefit distribution, development goal and so on.In recent years, a number of typical experiences and models have emerged all over the country, indicating that the interaction between government and society has become a breakthrough and key to social governance.In the next step, the construction of the mechanism of resolving social contradictions and disputes in China should be guided by the interaction between government and society, closely follow the reform goal of government governance and social regulation and the benign interaction of residents' autonomy, and realize the organic connection between limited government intervention and social cooperation.To promote the coordinated development of government empowerment and social self-governance, to promote the government to resolve disputes and social rational rights rule governance.
