【摘要】：改革开放以来,内蒙古自治区社科类社团已经成为自治区社会组织结构中的重要组成部分,已经成为繁荣发展自治区哲学社会科学不可替代的重要力量。社科类社团作为社会团体的一部分,在自治区党委、政府的领导下,在各级社科联的具体指导下,坚持正确的政治方向,认真贯彻执行党的路线、方针、政策,遵守国家法律、法规,团结和带领广大自治区社会科学工作者为促进内蒙古社会科学的繁荣、经济和社会的全面协调可持续发展做出了很大贡献。内蒙古社科类社团的发展越来越引起自治区党委和政府的重视,越来越引起社会各界的关心和支持。本文以内蒙古社科类社团的发展为主线,对社科类社团含义、特征、功能及社科类社团管理的含义、目标、原则等理论基础进行阐述,总结了内蒙古社科类社团发展现状及管理的基本经验,分析了内蒙古社科类社团发展到目前阶段存在的主要问题有管理职责不明、社团发展不平衡、活动经费短缺、社会影响力不足等。从发展能力不强、服务能力不足、落实执行不力、管理体制不顺四个方面阐述产生这些问题的原因,并借鉴国内外社科类社团发展的经验,运用有关公共管理学学科的理论,从政府和社科类社团自身两个角度、加强社科类社团管理、促进社科类社团发展、建立健全社团管理法律法规体系三个方面提出完善内蒙古社科类社团健康发展的具体措施。
[Abstract]:As a part of social organizations, social and scientific organizations, under the leadership of the party committees and governments of the autonomous regions and under the specific guidance of the Federation of Social Sciences and Science at all levels, adhere to the correct political direction, conscientiously implement the party's line, principles and policies, and abide by the laws of the State.Laws and regulations, unite and lead the social science workers in Inner Mongolia to promote the prosperity of social science, the overall coordinated and sustainable development of the economy and society has made a great contribution.Lack of social influence, etc.From the four aspects of weak development ability, insufficient service capacity, weak implementation and bad management system, this paper expounds the causes of these problems, and draws lessons from the experience of the development of social science organizations at home and abroad, and applies the theory of public management.From two angles of the government and the social science association itself, this paper puts forward the concrete measures to improve the healthy development of the social science association in Inner Mongolia from three aspects: strengthening the management of the social science association, promoting the development of the social science association, and establishing and perfecting the law and regulations system of the social science association management in Inner Mongolia.
