大连金州新区行政服务中心建设案例分析

【摘要】：随着我国市场经济体制的不断完善,行政审批制度改革的不断深入,行政服务中心已成为地方政府创新运行机制的一种重要模式和平台。目前,全国已有近4000余个行政服务大厅,这些地方政府的服务机构建立后,为企业和群众提供了极大的方便。但是行政服务中心作为一种新事物,还没有形成独立的理论体系和自上而下的法定组织机构,对行政服务中心未来发展模式也没有形成定论。目前,行政服务中心的建设面临着从理论到实践的各种难题,是我国服务型政府建设过程的一个重要课题。加强我国行政服务中心建设发展研究,对于认识和解决其发展中的有关问题和一般规律,有着重要的理论意义和实践意义。大连金州新区行政服务中心自2002年建立至今,已经走过了十三年的历程。金州新区作为大连市先导区,其对外服务最大窗口单位一金州新区行政服务中心,功能齐全,各项工作在行政服务中心系统中具有一定的典型性。本文以大连金州新区行政服务中心为典型案例,对其发展脉络进行研究,分析在行政审批制度改革背景下,金州新区行政服务中心建设的基本情况,发展的困境及原因,在总结金州新区行政服务中心改革创新经验的基础上,参照外阜经验,针对行政服务中心发展面临的地位不明职责不清、部门横向协调难度大、业务流程仍需探索、信息化水平有待提高和外部环境有待改善等方面问题,提出了创新行政服务中心发展模式、健全行政服务中心运行机制、协调社会各方力量改善外部环境等切实可行的解决措施。大连金州新区行政服务中心作为案例,可为全国服务型政府建设提供经验和启示。
[Abstract]:With the continuous improvement of the market economy system and the deepening of the reform of the administrative examination and approval system, the administrative service center has become an important mode and platform for the local government to innovate the operating mechanism.At present, there are more than 4000 administrative service halls in China. After the establishment of these local government service organizations, it provides great convenience for enterprises and the masses.However, as a new thing, the administrative service center has not formed an independent theoretical system and a top-down statutory organization, nor has it formed a final conclusion on the future development model of the administrative service center.At present, the construction of administrative service center is faced with various problems from theory to practice, which is an important subject in the process of construction of service-oriented government in China.It is of great theoretical and practical significance to strengthen the research on the construction and development of administrative service center in China.Dalian Jinzhou New District Administrative Service Center has gone through 13 years since its establishment in 2002.As the leading district of Dalian, Jinzhou New District is the largest window unit of external service-Jinzhou New District Administrative Service Center, which has complete functions, and all kinds of work are typical in the administrative service center system.This paper takes the administrative service center of Dalian Jinzhou New District as a typical case, studies its development context, analyzes the basic situation of the construction of the administrative service center in Jinzhou New District under the background of administrative examination and approval system reform, and the difficulties and reasons for its development.On the basis of summing up the experience of reform and innovation of administrative service center in Jinzhou New District, referring to the experience of Oufu, the status of the administrative service center is unclear, the horizontal coordination of the department is difficult, and the business process still needs to be explored.The information level needs to be improved and the external environment needs to be improved. The paper puts forward the innovation of the development mode of the administrative service center and the improvement of the operation mechanism of the administrative service center.Coordinate social forces to improve the external environment and other practical solutions.As a case, Dalian Jinzhou New District Administrative Service Center can provide experience and inspiration for the construction of national service-oriented government.
