突发事件中政府信任危机管理研究

【摘要】：改革开放以来我国在社会主义建设的道路上不断探索改革与创新,在经历经济领域、社会领域的改革后,中国已将改革重点向政治领域转移,特别是对政治体制的革新。随着近年来我国经济的快速发展,中国在改革中取得显著成就的同时,亦在不同领域带来阵痛与不安,各类传统与非传统安全威胁影响着我们的生活,社会矛盾日益增多,这在不同程度上影响了政府与民众的关系。为了维护政权合法性,政府致力于塑造良好的政治形象,然而受政府能力、舆情传播以及民众认知等因素影响,民众对政府的信任感并不总是与政府期望相一致,由此产生了政府信任危机。这种信任危机在突发事件中尤为显著,如对这些突发事件处理不好,会使民众产生极大的恐慌情绪,进而对我国的社会安定团结造成极大的影响。政府如何有效化解突发事件,使其成为提升民众政治信任的良好途径成为重要问题。本文通过阐释民众政府信任感的理论逻辑和解析政府信任感核心内涵,认为民众的政府信任感来源多元而具有相对脆弱性,对政府的政治合法性具有深远影响。民众的政府信任感是主观的,亦是可以被引导的。突发事件不是雷区而是试金石,政府部门可以通过积极作为,建构民众政府信任感,缓解甚至化解信任危机。在此基础上,本文对当前中国突发事件中民众政府信任感现状进行分析,从预防意识、应对态度和应对手段三个方面,对其中政府在建构民众政府信任感存在的问题进行探析。最后,本文从预防阶段、应对阶段和恢复阶段三个阶段对政府在突发事件中提升民众政府信任感建构能力提出应对策略。

This paper expounds the public trust in government the theory of logic and analysis of government trust connotation that public trust in government is relatively diverse sources of vulnerability, and have a profound influence on the political legitimacy of the government. The public trust in government is the main view, also can be guided. Emergencies but not minefield touchstone, government departments through as a positive, the construction of public trust in government, ease or even resolve the crisis of confidence. On this basis, the current Chinese emergency public trust in government is carried out in this paper Analysis from the three aspects of prevention awareness, attitudes and coping methods, of which the government of the people in the construction of government trust exist. Finally, this paper from the prevention stage to stage and restoration stage three stages for the government to enhance the public trust in government construction ability put forward coping strategies in emergencies.
