公共政策伦理视阈下的农民生态理性研究

【摘要】：随着农村生态环境问题的日益突出,农民生态意识逐渐觉醒,但农民阶层有限的生态意识不足以解决生态危机,生态理性有待提升。本课题研究的目的在于探寻提升农民生态理性的路径。本文运用文献分析法、比较分析法和案例分析法等方法,在对生态理性进行介绍的基础上从农民理性的本质切入,论述了农民生态意识觉醒的实质是价值取向的转变和利益关系的重构,即形成了以生态利益为核心的生态伦理价值取向和利益结构。公共利益及价值理性是公共政策伦理应然的价值选择,生态利益是一种符合公共政策伦理核心价值取向的公共利益,又同价值理性的要求相一致,因此,生态利益应成为农民的根本利益。此外,本文通过案例分析发现了当代农民生态意识的局限性,进一步证实了对生态利益的诉求是农民生态意识觉醒的内在动力,农民生态理性的提升十分必要,提升农民生态理性的实质在于更加充分地维护农民自身的利益。农民生态理性的提升可通过建立生态补偿制度、畅通生态利益表达渠道、确立生态权利保障制度和完善生态法制建设等公共政策伦理建设保护农民的生态环境权益,同时把握新农村建设、新型城镇化建设和终生教育体制的贯彻落实等公共政策伦理环境的优化所带来的机遇,在公共政策伦理价值的导向下建立吸引农民积极参与的生态组织。农民生态理性的提升能够凸显农民的生态主体地位,强化生态保护意识,促使农民自觉探求农业生产规律,追求生态效益、经济效益和社会效益的统一,从而实现农村生态可持续发展。
[Abstract]:With the increasingly prominent ecological environmental problems in rural areas, farmers' ecological consciousness gradually awakens, but the limited ecological consciousness of farmers' stratum is not enough to solve the ecological crisis, ecological rationality needs to be improved.The purpose of this research is to explore the path to improve farmers' ecological rationality.In this paper, the methods of literature analysis, comparative analysis and case analysis are used to introduce ecological rationality from the essence of farmers' rationality.This paper discusses that the essence of farmers' ecological consciousness awakening is the transformation of value orientation and the reconstruction of interest relationship, that is, the ecological ethics value orientation and interest structure are formed with ecological interests as the core.Public interest and value rationality are the value choice of public policy ethics. Ecological interest is a kind of public interest which accords with the core value orientation of public policy ethics and is consistent with the requirement of value rationality.Ecological interests should become the fundamental interests of farmers.In addition, through the case study, this paper finds out the limitations of the contemporary farmers' ecological consciousness, and further proves that the demand for ecological interests is the intrinsic motive force of farmers' ecological consciousness awakening, and the promotion of farmers' ecological rationality is very necessary.The essence of improving farmers' ecological rationality lies in protecting farmers' own interests more fully.The promotion of farmers' ecological rationality can protect farmers' ecological environmental rights by establishing ecological compensation system, unblocking the expression channels of ecological interests, establishing the system of protecting ecological rights and perfecting the construction of ecological legal system, and so on.At the same time, we should grasp the opportunities brought by the optimization of public policy ethical environment, such as the construction of new countryside, the construction of new urbanization and the implementation of lifelong education system, and establish ecological organizations that attract farmers to participate actively under the guidance of public policy ethics value.The promotion of farmers' ecological rationality can highlight the status of farmers' ecological main body, strengthen the consciousness of ecological protection, promote farmers' conscious pursuit of agricultural production laws, and pursue the unity of ecological benefits, economic benefits and social benefits.So as to realize the sustainable development of rural ecology.
