中国交通基础设施供需错配与公私合作困境及其对策——基于供给侧结构改革的视角

【摘要】:中国交通基础设施供给矛盾主要表现为社会经济发展初期的供给不足,以及后期的供需错配。公私合作能很好地解决单一供给主体供给低效导致的供给不足问题,但无法解决行业性行政垄断带来的供需错配问题。应通过当前正在进行的供给侧结构性改革打破地方政府对交通基础设施的行业性行政垄断,从而重新激活交通基础设施领域的公私合作制。为此,要政府简政放权,减少行政干预,深化国企改革,完善有关公私合作的法规,建立违约担保基金和监管机制。
[Abstract]:The contradictions in the supply of transport infrastructure in China are mainly reflected in the shortage of supply in the initial stage of social and economic development and the mismatch between supply and demand in the latter stage.Public-private cooperation can solve the problem of insufficient supply caused by the low efficiency of supply, but it can not solve the problem of supply and demand mismatch caused by industry administrative monopoly.The current supply-side structural reform should break down the local government's administrative monopoly on transport infrastructure and reactivate the public-private cooperation system in the field of transportation infrastructure.Therefore, the government should simplify the administration and delegate power, reduce administrative intervention, deepen the reform of state-owned enterprises, perfect the laws and regulations concerning public-private cooperation, and establish the guarantee fund and supervision mechanism for breach of contract.
