城市转型与社会治理

【摘要】：改革开放将近40年来,我国城市发生了翻天覆地的变化。城市发展经历了从社会转型到文化转型的转变过程,人口结构也发生了变化,由单一性、同质性向多样性和异质性转变。随着城市的转型,人与人之间的关系、婚姻家庭、族群之间的关系、社会整合等发生了巨大的变化,原有的社会管理模式面临巨大的挑战和存在诸多问题。当前,我国正在推进国家治理体系和治理能力的现代化建设,城市的社会治理是国家治理体系关键所在。论文结合田野个案资料,在分析城市转型的基础上,指出城市的社会治理需要从单一的、静态的向多元、动态和文化多元的理念转变;制度上的转变,即如何保障更多人参与社会治理;实践层面上的转变,需要建立不同人群之间的沟通模式。
[Abstract]:Reform and opening up for nearly 40 years, China's cities have undergone earth-shaking changes.Urban development has experienced a transition from social transformation to cultural transformation, and the population structure has also changed, from singularity, homogeneity to diversity and heterogeneity.With the transformation of the city, the relationship between people, marriage and family, the relationship between ethnic groups, social integration and so on, great changes have taken place. The original social management model is faced with great challenges and many problems.At present, our country is promoting the modernization of the national governance system and governance ability, and the social governance of the city is the key of the national governance system.On the basis of analyzing the urban transformation, the paper points out that the social governance of the city needs to change from a single, static to a pluralistic, dynamic and cultural multi-concept, on the basis of an analysis of the urban transformation.That is, how to ensure more people to participate in social governance; the practical level of change, need to establish a communication model between different groups.
