我国现任省级领导群体结构优化比较分析

【摘要】：党政领导干部在我国各项事业的发展中居于重要地位,发挥着至关重要的作用。优秀的党政领导人才是一个政党、一个国家推进各项事业的中坚力量,其数量与质量直接决定我国社会主义事业能否不断巩固与发展下去,直接决定我国能否在未来激烈的国际竞争中占领先机与持续发展。在我国各级领导群体中,省级领导作为连接中央与地方的“桥梁”,在我国庞大的行政体系中无疑占据着举足轻重的地位,因此如何优化省级领导群体结构并使其发挥最大效能成为我国行政体制改革能否成功的重要环节。本文基于政府官方网站提供的省级领导个人履历,对现任省级领导群体结构的现状进行了分析与比较,发现省级领导群体结构目前存在干部培训主体及方式单一、人岗相宜度低及交流干部过多等问题,深入思考产生问题的原因在于领导群体结构优化的标准体系尚未建立、干部选拔任用制度及岗位调整机制尚待完善,力求构建一套针对省级领导群体结构进行优化的动态的、合理的、创新性的对策建议体系,期冀能够给政府相关部门提供一定的参考与借鉴。
[Abstract]:Party and government leading cadres play an important role in the development of various undertakings in China.Excellent party and government leaders are a political party and the backbone of a country in promoting various undertakings. Its quantity and quality directly determine whether the socialist cause of our country can be continuously consolidated and developed.It directly determines whether China can seize the opportunity and sustainable development in the fierce international competition in the future.Among the leading groups at all levels in our country, the provincial leaders, as the "bridge" linking the central and local governments, undoubtedly occupy a pivotal position in the huge administrative system of our country.Therefore, how to optimize the structure of provincial leading groups and make them exert their maximum efficiency has become an important link in the success of administrative system reform in our country.Based on the personal experience of provincial leaders provided by the government's official website, this paper analyzes and compares the current situation of the current structure of provincial leaders, and finds that there is a single main body and mode of cadre training in the structure of provincial leadership groups at present.The reasons for these problems lie in the fact that the standard system for optimizing the structure of leading groups has not yet been established, the system of selecting and appointing cadres and the mechanism of post adjustment have yet to be perfected.This paper tries to construct a dynamic, reasonable and innovative system of countermeasures and suggestions for optimizing the structure of provincial leadership groups, which is expected to provide certain reference and reference to the relevant government departments.
