目标群体社会建构与政策设计框架:发展与述评

【摘要】：作为公共政策过程的主流理论之一,目标群体社会建构与政策设计框架已被学者们广泛运用于解释公共政策过程中政治与政策的复杂互动。该框架指出:针对某一目标群体的政策设计受到该群体政治影响力和主流社会对其社会形象认知的影响,政策设计又具有影响公民政治态度和政治参与的重要作用。该框架揭示了社会建构、政策设计、政治参与之间的关系,较好地回应了政策过程中"谁、在什么时间、以何种方式、得到什么"的重要议题。该框架被广泛应用于不同政策领域,经过学者们的检验、批评与争论,获得不断完善与发展,对于理解中国政治和政策过程具有重要启示。
[Abstract]:As one of the mainstream theories in the process of public policy, the framework of social construction and policy design of target groups has been widely used by scholars to explain the complex interaction between politics and policy in the process of public policy.The framework points out that the policy design for a certain target group is influenced by the political influence of the target group and the social image cognition of the mainstream society, and the policy design plays an important role in influencing citizens' political attitude and political participation.The framework reveals the relationship among social construction, policy design and political participation, and better responds to the important issue of "who, at what time, in what way and in what way" in the policy process.This framework has been widely used in different policy fields, and has been improved and developed by scholars' examination, criticism and debate, which has important implications for understanding Chinese politics and policy process.
