官员担当需要什么样的制度保障

【摘要】:担当是与公共职位相联系的履职责任,应当是官员的一种必备精神,但官员的担当精神需要有以利益为出发点的现实基础和时空环境。需要避免仅从精神和原则层面要求官员有担当,而是从实操性制度和支持性民情角度形成官员有担当的可持续性。一方面从履职有依据、激励有效果、监督有意义三个角度形成制度化、常态化的责任履行—追究链条,另一方面应系统性地加强公民教育,涵养人人平等、有责任感、能参与的民情基础。
[Abstract]:It should be a necessary spirit for officials to fulfill their duties, which should be related to public positions. However, it is necessary for officials to have a realistic foundation with interest as the starting point and spatio-temporal environment as the starting point.It is necessary to avoid requiring officials to be responsible only in spirit and principle, but to form the sustainability of official responsibility from the angle of practical system and supportive public sentiment.On the one hand, there is a chain of institutionalization and regular accountability from the three angles of fulfilling their duties, encouraging them to be effective, and supervising them meaningfully. On the other hand, they should systematically strengthen civic education so that everyone is equal and has a sense of responsibility.The basis of people's participation.
