推进国家治理现代化视阈下公益性文化事业发展研究

【摘要】：党的十八大报告提出,要加大我国对于现代化体系以及现代化治理的建设力度,而文化现代化是国家治理现代化的重要组成部分。文化作为推动人类文明进步的重要动力,在当今社会竞争以及国际竞争中已经变得越来越重要。其中,公益性的文化事业的发展不容忽视,其对于提高人民的文化素养和文化水平,满足人民群众日益增长的物质文化需求有着十分重要的意义。现阶段,在我国公益性文化事业发展过程中还存在着不少问题,从理论上讲,存在着关于文化事业和文化产业的界定不清晰等问题;从实践中看,公益性文化事业在发展的过程中遇到的体制机制障碍和自身发展不均衡等问题日益凸显。这些问题的存在说明公益性文化事业的发展严重滞后于其他各项事业的发展,与推进国家治理现代化的目标要求不相适应,因此如何推动公益性文化事业的健康发展,以适应当前我国推进国家治理现代化的目标要求,已经成为迫切需要解决的重要问题。本文从对国家治理现代化和公益性文化事业的内涵和基本特征的阐释入手,重点论述了公益性文化事业在推进国家治理现代化进程中的战略意义,特别强调推进国家治理现代化要求实现文化认同的政治构建、提高人的现代性水平及推动社会主义文化大发展等方面的内容,并详细解读了公益性文化事业滞后于推进国家治理现代化目标要求的原因,系统总结了西方发达国家在转型期公共文化服务的发展状况,在此基础上,分别从顶层设计、合理划分类型、向市场和社会放权以及合理借鉴发达国家的有益经验等方面,对公益性文化事业的发展提出了几点思路,使其能够不仅适应且能够对推进国家治理现代化的进程起到积极作用。
[Abstract]:According to the report of the 18th National Congress of the Communist Party of China, we should strengthen the construction of modernization system and modern governance in our country, and cultural modernization is an important part of the modernization of national governance.As an important driving force to promote the progress of human civilization, culture has become more and more important in today's social competition and international competition.Among them, the development of public welfare cultural cause can not be ignored, it is of great significance to improve the people's cultural literacy and cultural level, to meet the increasing material and cultural needs of the people.At the present stage, there are still many problems in the development of public welfare cultural cause in our country. In theory, there are some problems such as unclear definition of cultural cause and cultural industry.In the process of the development of the public welfare cultural cause, the problems such as the obstacles of the system mechanism and the imbalance of its own development are increasingly prominent.The existence of these problems shows that the development of public welfare cultural undertakings lags behind the development of other undertakings seriously, and does not adapt to the goal of promoting the modernization of national governance. Therefore, how to promote the healthy development of public welfare cultural undertakings,It has become an urgent and important problem to adapt to the goal of promoting the modernization of national governance in our country.Starting with the explanation of the connotation and basic characteristics of the modernization of national governance and the cause of public welfare culture, this paper focuses on the strategic significance of the cause of public welfare culture in the process of promoting the modernization of national governance.Emphasizing in particular that promoting the modernization of national governance requires the realization of the political construction of cultural identity, the enhancement of the level of human modernity and the promotion of the great development of socialist culture,It also explains in detail the reasons why the public welfare cultural cause lags behind the goal of promoting the modernization of national governance, systematically summarizes the development of public cultural services in the western developed countries in the transition period, and on this basis, designs from the top level, respectively.This paper puts forward some ideas on the development of public welfare cultural undertakings in such aspects as rational division of types, decentralization of power to market and society, and rational reference to the beneficial experience of developed countries.So that it can not only adapt to and promote the modernization of national governance process play a positive role.
