电子政务在酒泉市政务督查实践中的应用研究

【摘要】：政务督查工作是政府工作的重要组成部分,是政府全面履行职责的重要环节,是落实党和政府重大决策部署的重要保障。政务督查工作的手段因各地区经济社会发展环境而有所不同,但在追求政府执行力提升的目标上是一致的。其作用都是加大监督监察力度、促进政府科学决策、改进政府工作作风,推进经济社会发展目标顺利实现。在全球信息化的大背景下,电子政务已经成为全球范围内政府所不可或缺的治国理政工具。因此,研究运用电子政务手段加强政务督查工作的相关问题具有重要的理论意义和实践价值。本文以酒泉市电子政务督查建设问题为切入点,在深入查阅分析国内外政务督查和电子政务相关理论的基础上,以行政监督与行政监察理论为依据,客观描述酒泉市电子政务督查建设的具体情况,并找出了存在的问题:包括电子政务督查运行管理机构力量薄弱、系统业务模块运行模式简单划一、缺少公众参与互动的督查平台、督查结果运用不足等,同时从主观和客观两个方面分析了存在问题的原因,并借鉴发达地区电子政务督查建设成功经验,为提升酒泉市电子政务督查工作效果提出了有针对性的对策建议。论文在写作过程中采用文献研究法、调查研究法和实证分析法,基于电子政务视角探寻提升政务督查工作效率和质量的途径,在一定程度上丰富了政务督查工作理论,对改进和完善政务督查工作中电子政务的运用,提高政务督查工作效率和质量具有一定的借鉴意义,同时对当前富裕文明和谐幸福酒泉建设,乃至提升地方政府执行力提供了有价值的创造性参考。
