中国环境政策变迁中的政府学习路径研究

【摘要】：近年来,我国在环境政策及相关领域的政策举措愈发频繁,也使得环境政策的制定、执行及发展演进引发了更多的社会关注。环境政策的变迁不是偶然现象,在其背后存在一定的推动机制与运作规则,根据倡议联盟框架,政策学习是推动政策变迁的重要途径,而作为政策学习的主要形式,政府学习便成为了其中的重要领域与关键环节,因而对政府学习的探讨便更具有理论意义和实践价值。本文采用案例研究、比较研究及文献研究的方法并基于倡议联盟框架理论,以政府的政策学习主体视角,归纳和总结了我国绿色建筑评价标准、大气污染防治政策及城市垃圾治理政策发展演变中的政府学习类型及特征,对其中涉及到的倡议联盟类型、联盟结构及联盟信念间的变化关系进行了精确的梳理,并着重分析了政府的政策学习路径选择及其对政策变迁的影响。研究发现,在环境政策子系统中存在多个基于不同信念体系而形成的倡议联盟,且联盟角色及联盟结构会随着联盟信念的变化而变化；此外,在政策发展演进的不同时期,政府的学习内容及学习重点各不相同,且对应了不同的政策理念与发展实践,政府学习是政策演进的重要动力,最终决定了政策变迁的属性。研究还发现,外部事件、政策论坛、政策特性、政策网络结构等相关因素会影响政府主导倡议联盟的信念体系或学习行为,也产生着不同的学习影响。此外,政府学习也存在诸多缺陷与不足,如还缺少对学习机制的创新及学习环境的优化,政策的运行模式还需改进,大范围的社会学习活动也未开展起来。因此,应对政府学习进行准确的目标定位,从学习形式调整、学习机制建立、载体依托强化等几个方面加以维护,用以提升政府的学习效率,进而使其在政策变迁中发挥更大的作用。本研究基于政府学习的分析视角,展示了政策学习如何影响及推动政策变迁发生,并对其中存在的主要问题进行剖析,明晰了未来的政府学习方向及学习重点,也为未来的政策变迁蓄积了更多动力。
[Abstract]:In recent years, China's environmental policy and related policy measures become more and more frequent, which also makes the formulation, implementation and development of environmental policy to attract more social attention.The vicissitude of environmental policy is not an accidental phenomenon, but there are some driving mechanisms and operating rules behind it. According to the framework of initiative alliance, policy learning is an important way to promote policy change, and it is the main form of policy learning.Government learning has become an important field and key link, so the study of government learning has more theoretical significance and practical value.This paper adopts the methods of case study, comparative study and literature study, and based on the framework theory of initiative alliance, sums up and summarizes the evaluation standards of green building in China from the perspective of government policy learning subject.The types and characteristics of government learning in the development and evolution of air pollution control policies and municipal waste control policies are analyzed. The change relationships between the types of initiative alliances, the structure of alliances and the beliefs of alliances are precisely sorted out.It also analyzes the choice of government policy learning path and its influence on policy change.It is found that there are many initiative coalitions based on different belief systems in the environmental policy subsystem, and the role and structure of the alliance will change with the change of the alliance beliefs; in addition, in the different periods of policy development,The learning content and emphasis of government are different and correspond to different policy concepts and development practices. Government learning is an important driving force of policy evolution and ultimately determines the attributes of policy change.The study also found that external events, policy forums, policy characteristics, policy network structure and other related factors will affect the belief system or learning behavior of the government-led initiative alliance, and also have different learning effects.In addition, there are many defects and deficiencies in government learning, such as the lack of innovation of learning mechanism and optimization of learning environment, the need to improve the operational mode of policy, and the lack of large-scale social learning activities.Therefore, it is necessary to carry out the accurate target orientation of government learning, to maintain it from the aspects of learning form adjustment, learning mechanism establishment, carrier strengthening and so on, in order to improve the government's learning efficiency.And then make it play a greater role in the policy changes.Based on the perspective of government learning, this study shows how policy learning affects and promotes policy change, analyzes the main problems, and clarifies the future direction and focus of government learning.It also accumulates more momentum for future policy changes.
