城市地下工程核心安全风险治理:结构优化及联盟策略

【摘要】：城市地下工程安全事故的频发给社会经济发展带来了巨大的损失,对引发城市地下工程重大安全事故的核心安全风险的有效管控成为亟需解决的问题。城市地下工程核心安全风险管控各方所形成的组织具有社会网络特性,为此,研究运用社会网络分析构建城市地下工程核心安全风险治理的社会网络模型,分析其个体网络与整体网络的相关指标,识别出核心安全风险管控的核心利益相关方包括发包人、承包人、保险人和第三方风险管理机构,但它们之间难以实现协同治理。进而,对城市地下工程核心安全风险治理组织网络进行结构优化,明确了发包人、承包人和保险人三方联盟是相对最优的治理结构。研究对于降低利益主体的治理角色风险,提高核心安全风险协同治理成功率具有重要的价值。
[Abstract]:The frequent occurrence of safety accidents in urban underground engineering has brought huge losses to the development of social economy, and the effective control of the core safety risks that lead to major safety accidents in urban underground engineering has become an urgent problem to be solved.The organization formed by the management and control of urban underground engineering core safety risk has the characteristics of social network. Therefore, the social network model of urban underground engineering core safety risk management is studied and constructed by using social network analysis.By analyzing the relevant indexes of the individual network and the whole network, it is found that the core stakeholders of the core security risk management include the issuer, the contractor, the insurer and the third party risk management organization, but it is difficult to realize the cooperative governance between them.Furthermore, the paper optimizes the structure of the core safety risk management organization network of urban underground engineering, and clarifies that the tripartite alliance of the contractor, the contractor and the insurer is the relatively optimal governance structure.It is of great value to reduce the risk of governance role of the main body of interest and to improve the success rate of cooperative management of the core security risk.
