微博问政及其发展策略研究

【摘要】：随着互联网技术和智能于机的普及与运用,网络逐渐开始走进千家万户,成为很多公众的生活必需品。在网络上关注感兴趣的热点话题、发表自身的利益诉求、表达对时事的建议与意见已开始在中国网民中形成一股热潮。2009年新浪微博“内测版”的诞生使中国人民开始逐渐接触微博这个新鲜事物,一个关注一个转发、一个评论、一个点赞等都可以将世界各地的消息都收入囊中,并且这种裂变式的传播方式使信息在短时问内就可以传遍整个世界。随着国人民主意识的提高,微博这种互动性、裂变性、便捷性的特征使微博问政的行为逐渐兴起,一个逐渐成熟的网络平台使中国社会开启了一个前所未有的“微博问政”时代。微博问政的出现是民主政治建设的一个新突破,也是提高政府社会管理能力的新形式。但是,微博问政正处于新兴起步的幼儿阶段,在处于剧烈转型期的中国,其所面临的社会矛盾和问题也是前所未有的,因此关注微博问政的积极意义的同时,其在发展中遇到的现实问题也是不可忽视的。微博平台自身的固有缺陷、官员与公众问政理念的偏差、问政相关制度机制的缺失、民意的被代表化、问政内容的形式化等等问题都是需要关注与重视的。本文首先从微博问政概念入手,在与网络问政,微博参与等相关概念比较的基础上,结合实际案例详细的分析了微博问政的特点、类型。在讨论微博问政的发展现状时先从国外各国微博问政的发展状况出发,试图寻找国外微博问政的经验与教训,接着引出我国微博问政兴起与发展的三大阶段,并指出微博问政发展现阶段存在的主要问题,同时对微博问政发展中问题的深层次原因即法律制度与机制的缺失、民主政治基础淡薄两大方面进行剖析,最后,在问题及原因的分析基础上,从提高微博问政主体的素养、健全微博问政的相关机制两大方面入手,结合大量实际案例,为解决微博问政的现实问题出谋划策,最后提出问政不应依赖微博的论点,试图从全方位深刻的解析微博问政的发展策略。微博问政作为一个新生事物,政府只有以宽容的精神与忠实的态度对微博问政加以学习与指导,并健全相关的制度,才能使微博问政发挥其特有作用,为建立一个以为公民服务为宗旨并承担着服务责任的“善治”政府呐喊助威。
[Abstract]:With the popularity and application of Internet technology and intelligent computers, the network has gradually begun to enter into thousands of households, becoming a lot of public necessities. Pay attention to hot topics of interest on the Internet, publish their own interests, Expressing suggestions and opinions on current affairs has begun to form a boom among Chinese netizens. With the birth of Sina Weibo's "Internal Test Edition" in 2009, the Chinese people began to gradually come into contact with this new thing, Weibo, one by one, one by one, one by one, and one by one. A likes and so on can take information from all over the world, and this fission mode of communication allows information to spread throughout the world in a short period of time. With the improvement of people's democratic consciousness, Weibo's interactive, fission, and convenience characteristics have led to the gradual rise of Weibo's political behavior. A gradually maturing network platform makes Chinese society open an unprecedented era of "Weibo asking for political affairs". The emergence of Weibo is a new breakthrough in the construction of democratic politics and a new form of improving the government's ability of social management. However, Weibo is in the infant stage of a new beginning. In China, which is in a violent transition period, the social contradictions and problems faced by Weibo are unprecedented. Therefore, while paying close attention to the positive significance of Weibo's political affairs, The realistic problems encountered in the course of development should not be ignored. The inherent defects of Weibo's platform, the deviation between officials and the public, the lack of system mechanism, the representative of public opinion, the formalization of political content and so on need to be paid attention to. This paper begins with the concept of Weibo asking for political affairs, on the basis of comparing with the related concepts such as network political inquiry and Weibo participation, and analyzes in detail the characteristics and types of Weibo's political affairs in combination with practical cases. When discussing the current situation of Weibo's political affairs, we first set out from the development situation of the foreign countries, Weibo, and try to find out the experience and lessons of the foreign country, and then lead to the three major stages of the rise and development of the question of political affairs in our country. It also points out the main problems existing in the current stage of Weibo's political development, and analyzes the deep reasons for the problems in the political development of Weibo, that is, the lack of legal system and mechanism, and the weak foundation of democratic politics. Finally, On the basis of the analysis of the problems and the reasons, from the aspects of improving the quality of Weibo's political subject and perfecting the relevant mechanism, combining with a large number of practical cases, the author gives some suggestions to solve the practical problems in the political affairs of Weibo. Finally, the author puts forward the argument that Weibo should not rely on Weibo to analyze the development strategy of Weibo. Weibo asked about politics as a new thing, the government only with tolerant spirit and faithful attitude to learn from and guide Weibo, and perfect the relevant system, then the government can make Weibo politics play its unique role. To build a "good governance" government with the aim of serving the citizens and assuming the responsibility of service.
