高风险弱激励型政策创新扩散机制研究——以省级政府社会组织双重管理体制改革为例

【摘要】：国家治理体系和治理能力现代化迫切需要政策创新向高风险领域拓展。为了弥补这一领域研究的不足,本文以社会组织双重管理体制改革为例,分析了影响省级政府政策创新的因素和机制。研究发现:中央垂直压力是政策创新的充分但非必要条件,地区之间不存在横向"争先式"竞争;需求因素并不构成政策创新的充分条件,一个地区既往试点经验、市场化水平和法治水平对政策创新具有较强的解释力;政策企业家能够在局部范围内通过改变政策属性促进政策创新。另外,通过对政策文本和政策执行的比较发现,各自变量对于政策执行的解释力高于政策文本。然而,由于政策创新的复杂性没有识别出创新路径,可能意味着此类创新缺乏有效发生机制。
[Abstract]:The modernization of national governance system and governance capacity urgently needs to expand policy innovation to high-risk field. In order to make up for the deficiency of the research in this field, this paper takes the reform of the dual management system of social organization as an example, and analyzes the factors and mechanisms that affect the policy innovation of provincial government. It is found that the central vertical pressure is a sufficient but not a necessary condition for policy innovation, there is no horizontal "competition" among regions, and demand factors do not constitute sufficient conditions for policy innovation. The level of marketization and the level of rule of law have a strong explanatory power to policy innovation, and policy entrepreneurs can promote policy innovation by changing policy attributes in a local scope. In addition, through the comparison of policy text and policy implementation, it is found that the explanatory power of each variable to policy implementation is higher than that of policy text. However, the complexity of policy innovation does not identify the path of innovation, which may mean that there is no effective mechanism for such innovation.
