上海市现代物流业政府监管研究

【摘要】：随着时代的发展,现代意义上的物流业已经成为一项凝聚运输、仓储以及信息等诸多行业的综合性服务产业,与国民经济领域中的多个行业联系紧密,对应的监管范围也有了极大的拓展。通过上海市现代物流产业的一些措施来看,最近的几年中,整个现代物流行业有了快速的发展,但与此同时,市场失灵问题也凸显出来,例如城市公共空间不足、服务纠纷频发、企业无序竞争等一系列问题的爆发。上海市现代物流业在监管方面很大程度上受到上级政府的限制,导致本地政府的监管力度十分有限,监管效果也有待改善,这也充分说明当下阶段政府对现代物流监管不够的问题。基于此概况,本文结合上海市现代物流业的发展,综合分析了在现代物流领域市场失灵情况下,强化地方政府监管力度的现实意义。本文通过采用大量文献研究、案例分析以及比较分析的方法来创作这篇文章,本文的研究对象是上海市物流产业在政府方面的监管,分析了我国现代物流业政府监管现状以及上海市现代物流业政府监管现状及存在的问题,在借鉴美国、德国和日本以及香港现代物流业政府监管经验的基础上,提出了上海市现代物流业政府监管的对策,对于加强上海市乃至国内其特地区现代物流业政府监管具有一定的现实意义。通过研究发现,随着上海市现代物流产业的发展,整个社会经济方面都受到了很大的影响,同时在现代物流业政府监管方面存在一系列的问题,需要从以下方面不断完善和改进现代物流业的监管:建立健全的法律法规,编制并实施现代物流业行业标准,健全监督管理的制度和体系,尽快加强对现代物流业配套设备的完善以及普及,提升现代物流行政管理效率,加强专业人才队伍和配套措施的建设,都将为上海市的社会经济和谐发展奠定基础。政府对于现代物流业的监管及发展将起到至关重要的作用和决定性的影响,具有开创精神及重大发展意义。
[Abstract]:With the development of the times, the logistics industry in the modern sense has become a comprehensive service industry in many industries, such as transportation, warehousing and information, which is closely related to many industries in the field of national economy. The corresponding regulatory scope has also been greatly expanded. According to some measures taken by the modern logistics industry in Shanghai, the whole modern logistics industry has developed rapidly in recent years, but at the same time, the problems of market failure have also been highlighted, such as the shortage of public space in cities. Service disputes occur frequently, enterprises disorderly competition and a series of problems erupt. The supervision of the modern logistics industry in Shanghai is to a large extent restricted by the superior government, resulting in very limited supervision by the local government, and the regulatory effect needs to be improved. This also fully explains the current stage of the government's inadequate supervision of modern logistics problems. Based on the general situation, this paper, combined with the development of modern logistics industry in Shanghai, comprehensively analyzes the practical significance of strengthening the supervision of local government in the situation of market failure in the field of modern logistics. This paper uses a large number of literature studies, case studies and comparative analysis methods to create this article. The object of this study is the supervision of Shanghai logistics industry in the government. This paper analyzes the current situation of government supervision of modern logistics industry in China and the current situation and problems of government supervision of modern logistics industry in Shanghai. Based on the experience of government supervision of modern logistics industry in the United States, Germany, Japan and Hong Kong, the paper analyzes the current situation of government supervision of modern logistics industry in Shanghai. This paper puts forward the countermeasures of the government supervision of modern logistics industry in Shanghai, which has certain practical significance for strengthening the government supervision of modern logistics industry in Shanghai and even in the special areas of China. Through the research, it is found that with the development of modern logistics industry in Shanghai, the whole social and economic aspects have been greatly affected. At the same time, there are a series of problems in the government supervision of modern logistics industry. There is a need to continuously improve and improve the supervision of the modern logistics industry in terms of the establishment of sound laws and regulations, the preparation and implementation of industry standards for the modern logistics industry, and the improvement of systems and systems for supervision and management, Strengthening the perfection and popularization of the supporting equipment of modern logistics industry as soon as possible, improving the efficiency of modern logistics administration, strengthening the construction of professional talents and supporting measures will lay the foundation for the harmonious development of social economy in Shanghai. The government will play a vital role and decisive influence on the supervision and development of modern logistics industry.
