利益集团参与政策议程设置研究

【摘要】：利益集团是政治体系的构成要素之一,在世界范围内普遍存在,对利益集团的相关研究也是学界关注的重点。我国利益集团诞生于改革开放的背景下,植根于市场经济的发展,利益多元化下的社会结构分化,不断增长着的利益需求,使利益集团在我国的产生和发展不可避免,也无法阻挡利益集团参与政治的步伐。利益集团的参与涉及政治的方方面面,利益集团作为新生事物,对它的研究也处初步阶段,很多方面的研究亟待完善。而在这方方面面中,政策议程设置是其中一个新的具有极其重要的研究价值的领域。因此,对于利益集团参与政策议程设置的议题值得深入研究。本文运用文献研究法、归纳演绎法对利益集团参与政策议程设置展开研究,研究的理论基础是政治参与理论、政策过程理论以及政策网络理论。研究的主要内容包括利益集团影响政策议程设置的条件、路径以及对利益集团参与政策议程设置的影响分析。将影响条件分为宏观条件和自身条件,宏观条件是前提,自身条件是优势。宏观条件有三点:一是经济基础,二是政治环境,三是文化观念。自身条件主要指的是利益集团的资源条件,包含经济资源、政治资源、社会资源、人才资源和组织资源。至于影响的路径,则从利益表达、多方游说及舆论聚焦三个方面具体阐述。接着便是分析利益集团参与政策议程设置所产生的影响,其影响有积极的方面,也有消极的方面。最后,对文章进行总结。
[Abstract]:Interest group is one of the constituent elements of political system. Interest groups in our country are born under the background of reform and opening up, rooted in the development of market economy, the differentiation of social structure under the pluralistic interests, and the increasing interest demand, which makes the emergence and development of interest groups inevitable in our country. Nor can it stop interest groups from participating in politics. The participation of interest groups involves all aspects of politics. As a new thing, the study of interest groups is also at a preliminary stage, and many aspects of the research need to be improved. Among these aspects, policy agenda setting is one of the most important research fields. Therefore, the topic of interest group participation in policy agenda setting is worthy of further study. In this paper, the method of literature research is used to study the policy agenda setting of interest group participation. The theoretical basis of the study is the theory of political participation, the theory of policy process and the theory of policy network. The main contents of the study include the conditions of interest group influencing policy agenda setting, the path and the impact analysis of interest group participation in policy agenda setting. The influence condition is divided into macro condition and self condition, macro condition is premise, self condition is advantage. Macro conditions have three points: one is the economic base, the other is the political environment, and the third is the cultural concept. Their own conditions mainly refer to the resource conditions of interest groups, including economic resources, political resources, social resources, human resources and organizational resources. As for the path of influence, from the interests of expression, multi-party lobbying and public opinion focus three specific aspects. Then it analyzes the impact of interest group participation in policy agenda setting, which has both positive and negative aspects. Finally, the article is summarized.
