在协商合作中谋求各民族共同繁荣——内蒙古三个自治旗的建立与民族区域自治的实践

【摘要】：鄂伦春、鄂温克和达斡尔三个自治旗是内蒙古自治区境内的县级民族自治地方,本文通过回顾和探讨三个自治旗建立和发展进程,从一个侧面展示内蒙古自治区积极推进各民族在基本制度保障条件下协商合作和谋求各民族共同繁荣的历史进程。今天,三个自治旗的人口规模和结构等方面虽然有了很大的变化,三个人口较少民族都面临着新的发展任务和难题,但是,民族因素和区域因素结合的民族区域自治制度仍是保障旗内各民族协商合作共谋发展的制度基础。
[Abstract]:The three autonomous flags of Oroqun, Ewenki and Daur are the county-level autonomous areas in Inner Mongolia Autonomous region. This paper reviews and discusses the establishment and development process of the three autonomous banners. It shows from one side the historical process of the Inner Mongolia Autonomous region actively promoting the consultation and cooperation of all nationalities under the basic system guarantee and seeking the common prosperity of all nationalities. Today, although the population size and structure of the three autonomous flags have undergone great changes, the three ethnic groups with less population are facing new development tasks and difficulties, but, The system of ethnic regional autonomy, which combines ethnic factors with regional factors, is still the institutional basis for ensuring the development of consultation, cooperation and common development of all nationalities in the flag.
