智慧政务信息资源共享系统建设研究

【摘要】：智慧政务是电子政务发展的高级阶段,借助现代化的智能信息通讯技术变革政府内部关系,创新政府管理方式,进而促进信息资源共享。智慧政务是信息通讯技术发展的结果,是政府治理发展的方向之一。建设智慧政务信息资源共享系统有利于信息资源进一步共享,进而打破政府某些部门有意无意设立的门槛。本文的主要目的是改善目前政府社会治理条块分割的现状,降低社会治理的行政成本,提高政府治理水平,惠及社会公众。本文首先分析了当前我国政务信息资源缺乏共享的主要原因,认为在政务人员观念转变、信息资源共享技术和当前的制度层面还有一定的改进和变革空间;其次对政务信息资源共享系统进行了分析,从其定位到出具初期建设方案,运用工程思维从可行性分析和需求分析的角度为系统的理论设计提供铺垫;最后对整个信息资源共享系统的建设进行了深入分析。本文主要采用文献研究法,比较分析法和案例分析等方法,以现代智能技术为基础,结合我国国情,对智慧政务信息资源共享系统进行研究。首先,结合大数据理论、开放政府理论、知识管理理论为智慧政务信息资源共享系统的建设提供一定的理论支撑。再次,通过其比传统信息资源共享系统的优势,表明对其建设的必要性,并对系统进行了设计。最后分析了智慧政务信息资源共享系统建设实例,指出其存在的主要问题,并提供了改进建议。
[Abstract]:Intelligent government is the advanced stage of the development of e-government. With the help of modern intelligent information and communication technology, the internal relations of the government should be changed, the government management mode should be innovated, and the information resources should be shared. Intelligent government is the result of the development of information and communication technology, and one of the directions of the development of government governance. The construction of intelligent government information resource sharing system is conducive to the further sharing of information resources, thus breaking the threshold that some government departments intentionally or unintentionally set up. The main purpose of this paper is to improve the current situation of government social governance, to reduce the administrative cost of social governance, to improve the level of government governance, and to benefit the public. This paper first analyzes the main reasons for the lack of sharing of government information resources in our country, and thinks that there is room for improvement and change in the concept change of government officials, the technology of information resource sharing and the current system level. Secondly, the paper analyzes the information resource sharing system of government affairs, from its orientation to the initial construction plan, and applies engineering thinking to lay the groundwork for the theoretical design of the system from the angle of feasibility analysis and demand analysis. Finally, the construction of the whole information resource sharing system is deeply analyzed. This paper mainly adopts the methods of literature research, comparative analysis and case analysis, based on modern intelligent technology, combined with the situation of our country, to study the intelligent government information resource sharing system. Firstly, combining big data theory, open government theory and knowledge management theory, it provides certain theoretical support for the construction of intelligent government information resource sharing system. Thirdly, by comparing with the traditional information resource sharing system, it shows the necessity of its construction, and designs the system. Finally, the paper analyzes the example of the intelligent government information resource sharing system, points out its main problems, and provides some suggestions for improvement.
