【摘要】：从20世纪70年代起,新公共管理运动在全球逐渐形成浪潮。我国地方政府购买公共服务应运而生,但是这种创新模式的选择并非是凭空产生的,而是在遵循制度变迁既定规律的基础上,结合中国政治实践的现实情境下,由政策制定者精心设计出来的。为了达致服务供给创新的目标,政府需要付诸相应的行动策略。坎贝尔的制度变迁理论较为全面地阐释和分析了制度演化模式、路径等内容,是用来解释服务购买中地方政府行为选择的重要工具。坎贝尔的制度变迁理论对于地方政府的服务购买行为而言,理论指导意义和实践价值体现在制度背景的明确、制度变迁类型的确定、行动者能动性的发挥和观念性逻辑的强调上。
[Abstract]:Since the 1970 s, the New Public Management Movement has gradually formed a wave in the world. The purchase of public services by local governments has emerged as the times require, but the choice of this innovative mode is not based on the basis of the established laws of institutional changes, but on the basis of the reality of Chinese political practice. Carefully designed by policy makers. In order to achieve the goal of service supply innovation, the government needs to implement corresponding action strategies. Campbell's theory of institutional change fully explains and analyzes the evolution model and path of institution, which is an important tool to explain the behavior choice of local government in service purchase. Campbell's theory of institutional change is embodied in the clear institutional background and the determination of the type of institutional change for the service purchase behavior of local governments.
