山西自然灾害应急物流能力评价研究

【摘要】：山西地处黄土高原,土质疏松,千沟万壑,曾经多次发生沙尘暴、干旱、山体滑坡、地震和泥石流等自然灾害,农田易发生虫害和低温冻土现象而绝收或减收。自然灾害每年都给山西带来巨大的财产损失和人员伤亡。而自然灾害发生后,必然会出现大量的应急救援物资的短缺,在此情况下,应急物流随之产生。相比之下,普通物流注重的是控制成本和提高效率,而应急物流与普通物流的明显区别在于时间的紧迫性,物资越快抵达灾区,物资所起到的作用就越明显,灾害的损失就越小。有鉴于此,将应急物流独立于普通物流之外为研究内容具有很重要的研究意义。本文把定量研究与定性研究相结合,以山西作为研究对象,针对山西多发的自然灾害,结合山西自然灾害特点和地方实际情况进行了评价研究。首先介绍文章的选题背景、研究意义、研究的主要思路、方法、内容和研究的重点、难点及创新点。第二部分介绍研究涉及的概念,包括自然灾害和应急物流,然后分析了研究的理论基础,主要是运用系统论和应急管理理论,并对自然灾害应急物流相关内容的国内外研究现状进行综述,对应急物流相关内容的研究做出了总结。第三部分陈述山西自然灾害的特点、应急物流的相关基础设施建设和山西开展的一些工作现状,对山西的应急物流有一个初步了解,在此基础上,为了进一步了解山西省自然灾害应急物流能力,指出了进行山西应急物流能力评价的迫切需求,之后开始着手进行山西自然灾害应急物流的评价。第四部分对自然灾害应急物流的影响因素进行分析,基于一定的指标选取原则,进一步构建应急物流指标体系,提出5个一级指标和27个二级指标,并采用层次分析法确定指标权重。第五部分针对本文的评价对象的不确定性等特点,确定进行自然灾害应急物流能力评价的模型,进行大量的数据收集和现场调研,以山西自然灾害应急物流能力为对象进行了问卷调查,从而获得研究需要的资料数据,根据收集到的数据运用模糊综合评价法进行实际评价,得到了山西自然灾害应急物流能力评价结果。第六部分针对研究结果中表现出来的薄弱环节提出了一些建议和意见,希望能够对地方应急物流能力的提高做一些贡献,最后指出文章研究的不足和未来的展望。本文构建了山西自然灾害应急物流能力的评价指标体系,并对山西应急物流能力做了实际评价,对山西的应急物流能力有了一个总体了解,在此基础上提出的针对性建议有一定的参考价值。希望能够为实际的应急物流实践活动提供理论指导,进而对救灾减灾工作做出一些贡献。
[Abstract]:Shanxi is located in the Loess Plateau, the soil is loose, thousands of gully, there have been many dust storms, drought, landslides, earthquakes and debris flow and other natural disasters, farmland pests and low temperature permafrost prone to the phenomenon of harvest or loss. Natural disasters bring huge property losses and casualties to Shanxi every year. After the natural disaster, there will be a large number of emergency supplies shortage, in which case, emergency logistics will occur. In contrast, ordinary logistics focuses on controlling costs and improving efficiency. The obvious difference between emergency logistics and ordinary logistics is the urgency of time. The sooner supplies arrive in disaster areas, the more obvious the effect of materials will be. The less damage a disaster causes. In view of this, it is of great significance to study emergency logistics independently of ordinary logistics. This paper combines quantitative research with qualitative research, taking Shanxi as the object of study, combining the characteristics of natural disasters and local actual conditions in Shanxi Province to evaluate and study the natural disasters that occur frequently in Shanxi Province. Firstly, it introduces the background, research significance, main ideas, methods, contents, key points, difficulties and innovations of the research. The second part introduces the concepts involved in the study, including natural disasters and emergency logistics, and then analyzes the theoretical basis of the study, mainly using system theory and emergency management theory. The research status of natural disaster emergency logistics at home and abroad is summarized, and the research of emergency logistics is summarized. The third part states the characteristics of natural disasters in Shanxi, the infrastructure construction of emergency logistics and the present situation of some work carried out in Shanxi, and has a preliminary understanding of the emergency logistics in Shanxi. On this basis, In order to further understand the natural disaster emergency logistics capacity in Shanxi Province, this paper points out the urgent need for the evaluation of Shanxi emergency logistics capacity, and then begins to carry out the evaluation of Shanxi natural disaster emergency logistics. In the fourth part, the influencing factors of natural disaster emergency logistics are analyzed. Based on the principle of selecting certain indexes, the index system of emergency logistics is further constructed, and five first-class indexes and 27 second-class indexes are put forward. Analytic hierarchy process (AHP) is used to determine the index weight. In the fifth part, according to the uncertainty of the evaluation object, the model of natural disaster emergency logistics capability evaluation is established, and a large amount of data collection and field investigation are carried out. Taking the natural disaster emergency logistics capacity of Shanxi Province as the object of the questionnaire, the data needed for the research are obtained, and the fuzzy comprehensive evaluation method is used to carry out the actual evaluation according to the collected data. Obtained Shanxi natural disaster emergency logistics capacity evaluation results. In the sixth part, some suggestions and suggestions are put forward in view of the weakness of the research results, hoping to make some contributions to the improvement of the local emergency logistics capacity. Finally, the paper points out the shortcomings of the research and the future prospects. This paper constructs the evaluation index system of Shanxi natural disaster emergency logistics capacity, and makes a practical evaluation of Shanxi emergency logistics capacity, and has a general understanding of Shanxi emergency logistics capacity. On this basis, the targeted recommendations have a certain reference value. It is hoped that it can provide theoretical guidance for practical emergency logistics activities and make some contributions to disaster relief and disaster reduction.
