集体主义文化对跨部门协同的影响分析——基于中西方文化比较的视野

【摘要】：合作性的文化具有凝聚功能,它可以将具有不同理念的个人和组织利益的各个子系统上下一致地团结起来,消除矛盾和分歧,使他们按照一定的要求协同一致地活动。但是中国的传统文化精神并不利于合作文化的产生,这是因为合作有赖于可靠且稳定的信任机制,中国的集体主义文化塑造的是基于社会舆论、道德规范建立的关系信任,这种信任产生的依据是人际关系的亲疏远近,因而组织内部信任程度高,但是外部信任缺乏。西方文化崇尚个人主义,依靠正式的契约和规则来维持社会秩序,由此建立了较为稳定的制度信任体系。跨部门协同的实现与文化环境密不可分,因此,推动中国的跨部门协同的构建需要突破文化障碍,加强制度和规则体系的建立,重塑合作文化。
[Abstract]:Cooperative culture has the function of agglomeration, it can unite up and down all the subsystems of individual and organization interests with different ideas, eliminate contradictions and differences, and make them act in concert according to certain requirements. However, the spirit of Chinese traditional culture is not conducive to the emergence of cooperative culture, because cooperation depends on a reliable and stable trust mechanism, and the collectivism culture of China shapes the trust based on the relationship between public opinion and moral norms. This trust is based on the closeness of interpersonal relationships, which leads to a high degree of trust within the organization, but a lack of external trust. Western culture advocates individualism and relies on formal contracts and rules to maintain social order, thus establishing a more stable system of institutional trust. The realization of inter-departmental coordination is closely related to the cultural environment. Therefore, it is necessary to break through the cultural barriers, strengthen the establishment of system and rule system, and reshape the cooperative culture to promote the construction of cross-departmental coordination in China.
