论基本公共服务清单制度:公共价值管理的视角

【摘要】：在现代信息化网络社会,基本公共服务清单的制度设计应以促进多元主体互动与协商的公共价值生产转型为导向。具体实现四个目标:一是建构基本公共服务需求信息输入和编辑分系统,以及公共价值测评与公共选择机制,明确基本公共服务价值识别标准;二是建构基本公共服务内容和标准论证分系统,以及公共服务分类与多元协作机制,明确基本公共服务流程识别标准;三是建构基本公共服务对象权益实现和满意度分系统,以及公共服务对象权益保障与反馈机制,明确基本公共服务对象识别标准;四是建构基本公共服务质量与社会效益评估分系统,以及公共服务信息分级管理与公示机制,明确基本公共服务信息识别标准。
[Abstract]:In the modern information network society, the system design of the list of basic public services should be guided by the transformation of public value production which promotes the interaction and negotiation of multiple subjects. The first is to construct the information input and editing subsystem of the basic public service demand, as well as the mechanism of public value evaluation and public choice, and to define the standard of identifying the basic public service value; The second is to construct the basic public service content and standard demonstration subsystem, as well as the public service classification and the multivariate cooperation mechanism, to define the basic public service process identification standard, the third is to construct the basic public service object rights and interests realization and the satisfaction degree sub-system, And the protection and feedback mechanism of the rights and interests of the public service object, the identification standard of the basic public service object; fourth, the construction of the basic public service quality and social benefit evaluation sub-system, as well as the public service information management and publicity mechanism, Identify the basic public service information standards.
