基层社会治理中政治文化整合机制建构的前提思考

【摘要】：基层社会治理是国家治理体系中的重要组成部分。作为一项复杂的系统性工程,基层社会治理的有效展开,既离不开硬件层面的政治组织、机构和规则,也离不开软件层面的政治文化对上述硬件的连接、驱动和引导。因此,对于政治文化,特别是政治文化整合机制的研究尤显意义重大。科学的机制建构离不开周延的前提思考。通过研究我们发现,基层社会治理进程中,政治文化呈现出由被动服从向主动参与、由人治逻辑向法治逻辑、由理论模仿向实践创新转变的发展态势;与之相适应,政治文化整合机制的建构应该遵循以中国共产党为治理主体,以宽容、渐进和平衡为运行原则,以中国式民主模式为发展目标,以贯彻公共性为主要内容的原则框架;同时,依托原则框架所展开的政治文化整合机制建构工作还面临着整合主体缺位、整合手段单一、民众整合意志单薄等亟待解决的现实性问题。
[Abstract]:Grassroots social governance is an important part of the national governance system. As a complex systematic project, the effective development of grass-roots social governance is not only inseparable from the political organization, organization and rules at the hardware level, but also from the connection, drive and guidance of the above hardware from the political culture of the software level. Therefore, it is of great significance to study political culture, especially the mechanism of political culture integration. The construction of scientific mechanism can not be separated from Zhou Yan's premise thinking. Through the research, we find that in the process of grass-roots social governance, the political culture has changed from passive servitude to active participation, from rule of man logic to rule by law, from theoretical imitation to practical innovation. The construction of the political and cultural integration mechanism should follow the principle frame of taking the Communist Party of China as the main body of governance, taking tolerance, gradual progress and balance as the operating principle, taking the Chinese-style democratic model as the development goal, and taking the implementation of publicity as the main content, at the same time, The construction of the political and cultural integration mechanism based on the framework of principle also faces the practical problems that need to be solved urgently such as the absence of the subject of integration, the single means of integration and the weak will of the people to integrate.
