温州社会组织建设及其创新研究

【摘要】：随着社会经济的发展,我国的社会组织在现代社会管理体制中发挥着日益重要的,且不可替代的作用。近年来,从中央到地方,对社会组织的建设从理念、制度到实践纷纷开展改革,一些先行地区积累了丰富的实践经验,探索出了成功的改革道路。温州对社会组织建设改革也是这些积极探索的组成部分,并且有着自身鲜明的特色。温州作为我国改革开放的前沿阵地,民营经济的充分发展和雄厚的民间资本,为社会组织的兴起和发展奠定了经济基础,使社会组织与市场经济同步发展。温州社会组织的发展曾在一段时间内引起社会的强烈关注。2014年2月,温州市被列为第一批“全国社会组织建设创新示范区”,为温州社会组织的建设带来了更大的发展空间和更多的改革机遇。探索和实践过程中,温州在社会组织的建设和发展方面也彰显了“改革创新、敢为人先”的温州人精神,如直接登记制度、民办非企业单位产权回报制度等改革领全国之先,首个政府向社会组织转移职能试点文件出台,首个地级市非公募基金会审批等。经过发展,温州社会组织初步形成了门类齐全、层次不同、覆盖广泛的社会组织体系,在推动经济转型发展、维护市场经济秩序、承担社会服务职能、倡导公益慈善事业等方面发挥着重要的作用,成为温州现代社会治理中的重要力量。本文通过查阅大量的资料和文献,通过对民政部门工作人员、社会组织相关人士的深入访谈,到温州鞋革行业协会、社区社会组织进行实地调研和考察,对温州社会组织建设的沿革、创新进行全面的了解和深刻的分析。在梳理了温州社会组织建设与管理现状的基础上,着重从政策和管理体制两方面总结了温州社会组织的改革创新,分析和归纳出现阶段温州社会组织发展存在的问题,引出进一步加大温州社会组织建设的必要性和紧迫性。文章希望在借鉴国内外社会组织先进经验基础上,结合温州社会组织的特点和存在的问题,在加强温州社会组织建设方面形成思路、提出对策。文章从优化社会组织发展环境、加强社会组织的培育扶持、加大对社会组织的监督管理三个方面提出建议,力图构建相对完善的温州现代社会组织体系,用改革创新的实践,创造社会组织建设上更具有创新意义的温州经验。
[Abstract]:With the development of social economy, our social organization plays an increasingly important and irreplaceable role in the modern social management system. In recent years, from the central to the local level, the construction of social organizations has been reformed from concept, system to practice one after another. Some leading areas have accumulated rich practical experience and explored the successful reform path. Wenzhou's reform of social organization construction is also a part of these active exploration, and has its own distinctive characteristics. As the front position of our country's reform and opening up, the full development of private economy and abundant folk capital have laid the economic foundation for the rise and development of social organization, and made the social organization develop synchronously with the market economy. The development of social organizations in Wenzhou has aroused strong social concern for a period of time. In February 2014, Wenzhou City was listed as the first batch of "National Social Organization Building Innovation demonstration Zone". Wenzhou social organization for the construction of greater space for development and more opportunities for reform. In the process of exploration and practice, Wenzhou has also demonstrated the spirit of "reform and innovation and being the first" in the construction and development of social organizations, such as the direct registration system, the system of return on property rights of private non-enterprise units, and so on. The first government to transfer functions to social organizations issued the pilot document, the first prefectural city non-public fund approval and so on. After development, Wenzhou's social organizations have initially formed a complete range of social organizations with different levels, covering a wide range of social organization systems, promoting economic transformation and development, maintaining the order of the market economy, and assuming the functions of social services. Advocate public welfare philanthropy and other aspects play an important role, become Wenzhou modern social governance of an important force. Through consulting a large number of materials and documents, through in-depth interviews with civil affairs department staff and relevant people of social organizations, this paper goes to Wenzhou Shoe Leather Industry Association and community social organizations to conduct field research and investigation. To Wenzhou social organization construction history, the innovation carries on the comprehensive understanding and the profound analysis. On the basis of combing the current situation of social organization construction and management in Wenzhou, this paper summarizes the reform and innovation of social organization in Wenzhou from the aspects of policy and management system, and analyzes and summarizes the problems existing in the development of social organization in Wenzhou at the present stage. Lead to further increase Wenzhou social organization construction necessity and urgency. Based on the advanced experience of social organization at home and abroad and the characteristics and existing problems of social organization in Wenzhou, this paper hopes to form a train of thought and put forward some countermeasures in strengthening the construction of social organization in Wenzhou. This paper puts forward some suggestions from three aspects: optimizing the development environment of social organizations, strengthening the cultivation and support of social organizations, increasing the supervision and management of social organizations, trying to build a relatively perfect modern social organization system in Wenzhou, and making use of the practice of reform and innovation. To create a more innovative social organization on the Wenzhou experience.
