地方公务员考录制度研究

【摘要】:文章以我国地方公务员的考录制度为研究对象,首先对文章的研究背景、综述和价值意义做简要介绍。其次对公务员考试录用制度的基础理论进行阐述,论述了公务员考试录用制度的基本概念,阐述了地方公务员考试录用制度的基本原则和要求,地方公务员考录流程及对地方政府人事制度改革的推动力。之后阐述了公务员制度的发展历程和特点,地方公务员考录制度的特点。第三,分析了地方公务员考试录用制度在考录设置、考录内容和面试方面存在的问题。第四,分析了地方公务员考试录用存在问题的原因,在于公务员职业的认知差异,地方政府就业压力的影响,考录机制不健全,考录内容设置缺乏多样化等方面。最后提出了完善地方公务员考试录用制度的建议,要从营造良性的社会环境,改革地方公务员考录制度和加强公务员考录的监督机制等方面解决。为地方政府进一步完善公务员招录制度,确保公务员招录科学、合理、公平、高效提供理论支持和实践意义。
[Abstract]:This article takes the examination and record system of our local civil servants as the research object, first of all, briefly introduces the research background, the summary and the value significance of the article. Secondly, it expounds the basic theory of the civil servant examination employment system, discusses the basic concept of the civil servant examination employment system, and expounds the basic principles and requirements of the local civil servant examination employment system. The process of examination of local civil servants and the impetus to the reform of local government personnel system. After that, the development and characteristics of the civil service system and the characteristics of the local civil servant examination system are expounded. Thirdly, it analyzes the problems existing in the examination and recruitment system of local civil servants in the aspects of examination setting, examination content and interview. Fourthly, it analyzes the reasons of the problems in the examination of local civil servants, such as the cognitive difference of the civil servants, the influence of the employment pressure of the local government, the imperfect examination mechanism, the lack of diversity of the contents of the examination and so on. Finally, some suggestions are put forward to perfect the examination and employment system of local civil servants, which should be solved from the aspects of creating a benign social environment, reforming the examination system of local civil servants and strengthening the supervisory mechanism of civil servants' examination and recruitment. It provides theoretical support and practical significance for the local government to further improve the recruitment system of civil servants and to ensure the scientific, reasonable, fair and efficient recruitment of civil servants.
