政府数据开放:中美比较与路径优化

【摘要】：科学推进政府数据开放进程已成为各国政府日趋必要与紧迫的议题。政府数据开放实践推进需要构建制度约束、平台建设和管理应用三个宏观逻辑维度。通过回顾中美两国政府数据公开实践进程,围绕行政生态、顶层设计以及专业化程度对政府数据公开的政策法规的影响,信息技术的普及和发展程度对政府数据平台的功能设计与技术特征的影响,管理工具的选择对政府数据公开的使用与开发的影响展开对比考量,结合我国国情,在科学推进政府数据开放实践路径时需要更加注重顶层设计的专业性,数据平台交互的便捷化,数据管理工具选择的灵活度。
[Abstract]:It is increasingly necessary and urgent for governments to push forward the process of government data opening scientifically. The practice of government data opening needs to construct system constraints, platform construction and management application three macro logical dimensions. By reviewing the process of government data disclosure in China and the United States, and focusing on the impact of administrative ecology, top-level design and degree of specialization on the policies and regulations governing the disclosure of government data, The impact of the popularization and development of information technology on the functional design and technical characteristics of the government data platform, and the impact of the choice of management tools on the use and development of government data disclosure are compared and considered. It is necessary to pay more attention to the professionalism of top level design, the convenience of data platform interaction and the flexibility of data management tool selection when we push forward the path of government data open practice scientifically.
