京津冀协同发展中政府职能评价研究

【摘要】：随着我国经济的高速发展,区域间发展不平衡性也日益显现,严重影响整个社会的和谐进步。京津冀虽然地理位置相近、城市功能相似,但由于要素禀赋程度、政策差异等多种原因而产生了很大的经济社会发展差距。各级政府如何发挥好其各种职能,形成新增长极,不仅对京津冀区域协同发展,乃至全国区域格局协同发展均具有重要的战略意义和现实意义。本研究以协同学的区域协同理论与“市场—政府—社会”关系理论为依据,以京津冀区域协同发展现状为切入点,构建京津冀政府职能评价指标体系,并对各项职能指标进行量化,利用京津冀历年空间面板统计数据,借助现代统计软件SPSS18.0,采用因子分析方法对京津冀三地政府在京津冀协同发展中的各种职能表现进行评价。在此基础上,从三地政府的宏观调控职能、市场化职能、公共服务职能与社会管理职能角度查找了京津冀协同发展中存在问题。最后为转变政府职能,处理好市场-政府-社会的关系,建立和健全政府职能管理监督机制,以加速实现京津冀协同发展的目标提出了有效而可行的对策建议。本研究采用理论与实践相结合、定量分析和定性分析相结合的方式,不仅丰富了区域协同发展理论与政府职能理论,也为加速京津冀协同发展提供了有力的参考依据,同时对各级政府提升执政能力也有一定的借鉴价值。
[Abstract]:With the rapid development of China's economy, the imbalance of regional development is becoming increasingly apparent, which seriously affects the harmonious progress of the whole society. Although the location of Beijing, Tianjin and Hebei is similar and the function of city is similar, there is a great gap in economic and social development due to the factor endowment degree, policy difference and other reasons. How governments at all levels give play to their various functions and form new growth poles is not only of strategic and practical significance to the coordinated development of the Beijing-Tianjin-Hebei region, but also to the regional pattern of the whole country. Based on the Synergetics' theory of regional synergy and the theory of "market-government-society" relationship, the paper constructs the evaluation index system of Beijing-Tianjin-Hebei government function based on the current situation of Beijing-Tianjin-Hebei regional synergetic development. Using the spatial panel statistical data of Beijing-Tianjin-Hebei years and using the modern statistical software SPSS 18.0, this paper uses factor analysis method to evaluate the various functions of Beijing, Tianjin and Hebei governments in the cooperative development of Beijing-Tianjin-Hebei. On this basis, the problems in the cooperative development of Beijing-Tianjin-Hebei are found from the view of macro-control function, market-oriented function, public service function and social management function of the three governments. Finally, effective and feasible countermeasures and suggestions are put forward for transforming government functions, handling the relationship between market, government and society, establishing and perfecting the management and supervision mechanism of government functions, so as to accelerate the realization of the goal of coordinated development of Beijing, Tianjin and Hebei. This research adopts the combination of theory and practice, quantitative analysis and qualitative analysis, which not only enriches the theory of regional coordinated development and the theory of government function, but also provides a powerful reference for accelerating the coordinated development of Beijing-Tianjin-Hebei. At the same time, the government at all levels to enhance the ability to govern also has certain reference value.
