沈阳市S区区县政府绩效评估问题研究

【摘要】:随着我国经济社会的发展和经济政治体制改革的顺利进行,沈阳市S区区县政府在工作作风和职能转变等方面已经取得了重大成果。但是,作为沈阳市S区区县政府效率低下、机构臃肿、资源严重浪费等问题仍然困扰着新时代沈阳市S区区县政府的发展。开展区县政府目标化绩效评估有助于提高政府绩效水平。我国在一党执政前提下,政府决策有很大能动性和社会指导性,而区县政府是政策最终执行部门,在我国行政管理体系中具有重要地位。找出适合沈阳市S区区县政府绩效评估的一般方法,提出适合沈阳市S区区县政府绩效评估体系建设的有效对策,评估政府绩效,是本文研究的意义。本文主体内容由四部分构成:首先交代了本文选题的理论意义、现实研究意义及相关研究现状。其次论述了沈阳市S区区县政府绩效评估的相关概念及理论基础,这部分主要是对绩效的概念和区县政府绩效评估的概念的进行的介绍和界定,并同时介绍了目标管理理论的相关内容。从新公共管理和目标管理理论的角度来对区县政府绩效评估的各个系统框架进行介绍和分析。再次是S区政府目标化绩效评估问题与原因分析。问题及原因体现在:因相关法律法规不健全,导致的某些方面欠缺法律依据;因缺乏激励机制,导致的评估的动力与积极性不高;因评估技术方法落后和传统政府理念惯性,导致的评估效果不理想;沈阳市S区区县政府绩效评估监督权力集中在少数人手中;政府职能部门及其工作人员唯上是从,而导致的服务、责任、顾客意识不强;转型时期的区县政府职能太宽及传统政府理念惯性,而导致的无限政府的目标取向。最后提出完善区县政府目标化绩效评估的对策:通过完备法规,加强监督,规范程序,来提高绩效评估的规范化程度;运用好财政和人事两个杠杆,健全有效的绩效评估激励机制;运用当代新公共管理理论改变传统政府理念,使公共服务纳入到市场化主体的配套服务之中;运用目标管理理论确立目标和考核机构,量化分解,明晰责任和监督。
[Abstract]:With the development of our country's economy and society and the smooth reform of the economic and political system, the government of the district and county of the S District of Shenyang has made great achievements in the work style and the transformation of its functions. However, as the low efficiency of the county government of the Shenyang District, the overstaffed organization, the serious wave of the resources and other problems still plague the Shenyang S District of the new era. The development of the county government. Developing the performance evaluation of the district and county government is helpful to improve the performance level of the government. Under the premise of the one party administration, the government decision has great initiative and social guidance. The district and county government is the final executive department of the policy and has an important position in the administrative system of our country. To find out the county administration in the S District of Shenyang city. The general method of the government performance evaluation, putting forward the effective countermeasures for the construction of the performance evaluation system of the district and county government of the S District of Shenyang city and assessing the government performance is the significance of this paper. The main contents of this article are composed of four parts: first, the theoretical significance, the practical significance and the related research status of this topic are explained, and then the S of Shenyang city is discussed. The relevant concepts and theoretical foundations of district and county government performance evaluation are mainly introduced and defined on the concept of performance and the concept of district and county government performance evaluation, and the relevant contents of the theory of target management are introduced at the same time. From the perspective of new public management and goal management theory, the performance evaluation of district and county government is made. The system framework is introduced and analyzed. Again, it is the problem and reason analysis of the performance evaluation of the S district government. The problems and reasons are reflected in the lack of legal basis for some aspects caused by the unsound laws and regulations; the lack of incentive mechanism, the lack of motivation and enthusiasm for the assessment, and the backward evaluation of technical methods and the traditional government The effectiveness of the evaluation is not ideal. The performance evaluation and supervision power of the district and county government in the S District of Shenyang is concentrated in the hands of a few people; the government function department and its staff are only from the service, the responsibility, the customer consciousness is not strong, the function of the District and county government in the transition period is too wide and the traditional government idea inertia, which leads to the limitless. The goal orientation of the government. Finally, we put forward the countermeasures to improve the performance evaluation of the district and county government: through the complete regulations, strengthening supervision and standardizing the procedure, we can improve the standardization degree of the performance evaluation; use two leverage of Finance and personnel, improve the effective performance evaluation and incentive mechanism, and change the traditional government theory with the modern new public management theory. In addition, the public service should be included in the supporting services of the main body of the market. Objective management theory is used to establish objectives and assessment institutions, to quantify the decomposition and to clarify responsibility and supervision.
