【摘要】：随着我国经济社会的迅速发展,我国志愿者服务事业的发展取得了长足的进步,志愿者精神逐步深入人心。从2008年汶川地震之后,志愿服务事业发展进入了全民参与的阶段,但由于管理方面以及志愿者组织自身发展严重滞后,许多志愿者行为无序性的问题随之出现。目前我国的应急志愿服务带有明显的潮汐性、盲目性、混乱性以及低效性的特征,志愿失灵问题伴随而生,志愿服务很难发挥其弥补政府失灵时的作用。因此,如何解决我国志愿者行为无序性问题,提高志愿者组织服务水平以及政府如何有效管理志愿者组织是本文讨论的重点。本论文所讨论的主要问题和内容大致分为三大部分,从理论分析,问题研究和对策制定三个方面对我国志愿者行为无序性问题进行了一个全面的探讨。首先,对于志愿者行为进行相关的综合概述,分别从政府失灵、志愿失灵理论、政府——非营利组织关系的类型学理论以及政府、市场、志愿部门相互依赖理论等几个理论视角对志愿者行为有序性问题研究的理论基础做了一个详尽的分析。其次,从三个方面分别对对我国志愿者行为无序性问题进行了深入的分析。当前我国志愿者行为无序性存在三个方面的表现,志愿者行为的潮汐性、志愿者行为的盲目性、志愿者行为的混乱性以及志愿者行为的低效性;然后根据这三个方面的表现,分别从我国国情、志愿者发展态势、政府治理模式的转变和民众综合素质等四个方面入手,深入的分写了我国志愿者行为无序性的原因。最后根据理论基础和实践经验,特别是针对我国志愿者组织无序性的特点以及我国志愿者组织的现有管理模式,提出几个适合当前我国国情的志愿者管的对策。
[Abstract]:With the rapid development of our country's economy and society, the development of volunteer service in our country has made great progress, and the spirit of volunteer has gradually taken root in people's heart. Since the Wenchuan earthquake in 2008, the development of voluntary service has entered the stage of national participation, but because of the serious lag in management and the development of volunteer organizations themselves, many volunteer behavior disorder problems appear. At present, the emergency volunteer service in our country has obvious characteristics of tide, blindness, confusion and inefficiency. The problem of voluntary failure comes with it, and it is very difficult for voluntary service to make up for the failure of government. Therefore, how to solve the disorder of volunteer behavior in China, how to improve the service level of volunteer organization and how to manage the volunteer organization effectively are the key points of this paper. The main problems and contents discussed in this paper are divided into three parts: theoretical analysis, problem research and countermeasure formulation. First of all, a comprehensive overview of volunteer behavior, respectively from the government failure, voluntary failure theory, the relationship between government and non-profit organization typology theory, as well as the government, the market, This paper makes a detailed analysis of the theoretical basis of the study on the behavior order of volunteers from several theoretical perspectives such as the theory of mutual dependence of the voluntary sector. Secondly, it analyzes the behavior disorder of Chinese volunteers from three aspects. At present, there are three aspects of the disorderly behavior of volunteers in our country: the tide of volunteer behavior, the blindness of volunteer behavior, the confusion of volunteer behavior and the inefficiency of volunteer behavior, and then according to the performance of these three aspects, Starting from the four aspects of our country's national conditions, the development situation of volunteers, the transformation of government governance mode and the comprehensive quality of the people, the author points out the reasons for the disorder of volunteer behavior in our country. Finally, according to the theoretical basis and practical experience, especially in view of the characteristics of disorder of volunteer organization in China and the existing management mode of volunteer organization in our country, several countermeasures are put forward which are suitable for the current situation of our country.
