当前河北省村民自治问题的实证研究

【摘要】：村民自治是社会主义民主政治发展的伟大创举,是中国特色社会主义民主制度的一种重要形式,是中国政治体制改革系统工程中的重要环节。村民自治是广大农民群众依法行使民主权利的基础,通过民主选举、民主决策、民主管理和民主监督的形式进行自我管理、自我教育和自我服务的制度形式。论文采用问卷调查和访谈等形式,意在考察当前河北省村民自治的现状。我们发现在河北省范围内,当前的村民自治显示出了良性的实施效果:村民自治的法律法规逐渐完善,村民民主意识逐渐增强,村民自治与经济发展显示出良性互动,等等。当然,这些成绩并不代表一切,在村民自治实施过程中还存在一些问题,制度落实障碍较为突出,村民自治效果有待进一步提高等,这些都阻碍着建设社会主义新农村的步伐。成绩与问题并存,使我们对当前河北省农村治理状况地认识更加客观。村民自治走向成熟需要经历较长的发展时期。只有通过理论与实践相结合,从加强制度建设入手,畅通农民参与基层自治的渠道,逐步完善村民自治的相关理论建设,使村民自治制度更好地服务农村发展。
[Abstract]:Villager autonomy is a great innovation in the development of socialist democracy, an important form of socialist democracy with Chinese characteristics, and an important link in the system engineering of China's political system reform. Villagers' autonomy is the basis of the broad masses of peasants to exercise their democratic rights according to law. Through democratic election, democratic decision-making, democratic management and democratic supervision, villagers' autonomy is the system of self-management, self-education and self-service. In this paper, questionnaire and interview are used to investigate the present situation of villagers' autonomy in Hebei Province. We find that in Hebei Province, the current villager autonomy shows a benign effect: the laws and regulations of villager autonomy gradually improved, villagers' democratic consciousness gradually strengthened, villager autonomy and economic development showed benign interaction, and so on. Of course, these achievements do not represent everything, there are still some problems in the implementation of villager autonomy, the system implementation obstacles are more prominent, the villagers autonomy effect needs to be further improved, all these hinder the pace of building a new socialist countryside. Achievements and problems coexist, so that we understand the current situation of rural governance in Hebei Province more objective. It is necessary to go through a long period of development for villagers' autonomy to mature. Only through the combination of theory and practice, starting with strengthening the system construction, unblocking the channels for farmers to participate in the grass-roots autonomy, and gradually perfecting the related theoretical construction of villagers' autonomy, so that the villagers' autonomy system can better serve the rural development.
