金州新区基层公务员工作倦怠调查与对策研究

【摘要】:中国正处在伟大的社会变革时期,政府承担着的重要变革历史重任,只有通过不断的深化改革,才能解决我国当前在各个方面所面临的问题;只有通过不断的创新才能使整个国家焕发出新的活力,使国家发展达到新的高度,创造中华民族新的历史。当前我国政府正在积极努力地推进在各方面和领域的改革,国家政府承担的改革重任要求政府的各级行政机关必须是高效地改革推进和执行单位,然而因为长久以来的历史原因造成了我国公务员这个群体普遍存在办事效率不高,责任感不强,不敢勇于任事的工作倦怠的情况。能否解决公务员的工作倦怠问题,不但关系到公务员个人的发展和成长,更直接关系到我国这次历史性改革的成败。由此可见重视公务员的工作倦怠问题,通过有效的方法去缓解公务员的工作倦怠问题,已经是我们面临的刻不容缓的重要任务。本研究以金州新区十二个基层单位的公务员为研究对象,采用问卷调查法对295名金州新区的基层公务员进行实测,根据调查结果对金州新区基层公务员工作倦怠的整体状况进行了描述性分析,并对不同社会人口特征的公务员工作倦怠状况进行了比较分析,探索影响金州新区基层公务员工作倦怠的相关因素。将影响金州新区基层公务员工作倦怠的主要因素归结为个人因素、职业因素以及组织因素三个方面。本文最后,笔者根据研究结果分别从个人层面、职业层面和组织层面提出了解决金州新区基层公务员工作倦怠问题的对策和建议。
[Abstract]:China is in a period of great social change, the government is shouldering an important historical responsibility of change, only through the deepening of reform, can we solve the current problems in all aspects of our country; Only through constant innovation can the whole country radiate new vitality, make the country develop to a new height, and create a new history of the Chinese nation. At present, our government is actively working to promote reform in various fields and fields. The important task of reform undertaken by the national government requires that the administrative organs at all levels of the government must be highly effective units for reform, promotion and implementation. However, because of the long historical reasons, the civil servants in our country generally exist the situation of job burnout, which is inefficient, not responsible, and dare not dare to serve. Whether we can solve the problem of civil servants' job burnout is not only related to the development and growth of civil servants, but also directly related to the success or failure of this historic reform of our country. Therefore, it is an urgent task for us to pay attention to the problem of job burnout of civil servants and to alleviate the problem of job burnout of civil servants through effective methods. In this study, the civil servants of 12 grass-roots units in Jinzhou New District were chosen as the research objects, 295 grass-roots civil servants in Jinzhou New District were measured by questionnaire survey. According to the results of the investigation, this paper makes a descriptive analysis of the overall situation of job burnout of the grass-roots civil servants in Jinzhou New District, and makes a comparative analysis of the job burnout of civil servants with different social and demographic characteristics. To explore the related factors affecting job burnout of grass-roots civil servants in Jinzhou New District. The main factors affecting the job burnout of grass-roots civil servants in Jinzhou New District are personal factors, professional factors and organizational factors. Finally, according to the research results, the author puts forward the countermeasures and suggestions to solve the problem of job burnout of grass-roots civil servants in Jinzhou New District from the personal level, professional level and organizational level.
