简政放权背景下L市行政审批改革满意度研究

【摘要】：简政放权、推进行政审批制度改革是转变政府职能的突破口和深化行政体制改革的重要抓手,是激发市场活力、建设服务型政府、根本上遏制腐败的关键措施。新一届中央政府高度重视行政审批制度改革,出台了一系列政策,旨在优化政府机构设置和职能配置,提高行政效能和服务质量,创建让人民满意的政府。地方政府作为落实中央行政审批改革政策的中坚力量,其实施情况的好坏从根本上决定了我国行政审批改革落实成果。以李克强为总理的党的新一代领导集体,高度重视简政放权、行政审批改革工作的开展,经过新一轮的行政审批改革措施的实施,现阶段有必要对当前我国地方政府行政审批改革效果进行梳理与评估,而满意度作为服务对象对接受服务和产品最直接的感受,以满意度为视角、以行政审批相对人为主体对行政审批改革进行评价,可以直接、全面反映L市行政审批改革的成效,并体现行政审批改革过程中存在的问题,进而针对性的提出改进政策建议,对进一步转变政府职能、提高行政效率、建设服务型政府具有重要意义。本文首先过对选题的背景和意义、文献综述进行简单概述,确定以政府职能理论和顾客满意度理论作为本文研究的理论工具,以问卷调查和文献研究相结合的方法开展研究,其次查阅、分析、梳理L市在新一轮简政放权背景下行政审批改革概况,通过建立行政审批改革公民满意度测评指标体系并以此为基础确立了L市行政审批改革公民满意度问卷调查表,以行政相对人作为主体对L市行政审批改革进行评价,进而分析L市行政审批改革过程中存在的问题,结合实际情况,提出解决措施,为下一步L市行政审批改革决策提供科学的理论支撑。为了充分保障本文研究结果的实用性,本文以公民满意度作为出发点,围绕行政审批效率、效益、公平三大核心要素建立了行政审批改革公民满意度指标体系,并以此为依托,设计了L市行政审批改革公民满意度调查问卷表,以L市行政审批相对人作为对象,对L市政务服务中心和M县行政服务中心展开实地调查,获取了大量真实、可靠的研究数据,客观上保障本文研究结论的科学与严谨性。
[Abstract]:Decentralization of power and the reform of the administrative examination and approval system are the key to the transformation of the government's function and the deepening of the reform of the administrative system. It is the key measure to stimulate the vitality of the market, to build a service-oriented government and to contain the corruption fundamentally. The new central government attaches great importance to the reform of the administrative examination and approval system and has issued a series of policies aimed at optimizing the administration. The establishment and functional allocation of government institutions to improve the administrative efficiency and service quality and to create a government that is satisfied with the people. The local government, as the backbone of the implementation of the central administrative examination and approval reform policy, has fundamentally determined the achievement of the implementation of the reform of the administrative examination and approval in China. The new generation of leadership of the party's prime minister Li Keqiang is the Prime Minister of the party. At the present stage, it is necessary to comb and evaluate the effect of the reform of administrative examination and approval of local government in our country, and the satisfaction is the most direct feeling to the service and product, and the satisfaction is the perspective of satisfaction. To evaluate the reform of administrative examination and approval with the subject of administrative examination and approval, it can directly and comprehensively reflect the effectiveness of the reform of administrative examination and approval in L City, and reflect the problems in the process of administrative examination and approval reform, and then put forward some suggestions to improve the policy. It is important to further change the function of the government, improve the administrative efficiency and build a service-oriented government. First of all, this paper makes a brief overview of the background and significance of the topic, and makes a brief overview of the literature review, determines that the theory of government function and the theory of customer satisfaction are the theoretical tools of this study, and the research is carried out with the method of questionnaire investigation and Literature research. Secondly, the analysis and analysis of the L city administration under the new round of simple government and decentralization is carried out. Through the establishment of administrative examination and approval reform of citizen satisfaction evaluation index system and on the basis of this, the L city administrative examination and approval reform citizen satisfaction questionnaire questionnaire is established, and the administrative examination and approval reform of L city is evaluated by the administrative relative person as the main body, and then the problems existing in the process of the reform and approval of the L municipal administration are analyzed. In order to provide the scientific theoretical support for the next decision of the administrative examination and approval reform in L City, in order to fully guarantee the practicability of the results of this study, this paper sets up an index system of civil satisfaction of administrative examination and approval reform around the three core elements of administrative examination and approval efficiency, benefit and fairness, in order to fully guarantee the practicability of the results of this study. Based on this, this paper designs the questionnaire on the citizen satisfaction of the administrative examination and approval reform of L City, and takes the relative persons of the administrative examination and approval of the city of L as the object, carries out a field investigation to the L municipal government service center and the administrative service center of the M County, and obtains a large number of real and reliable research data, objectively guaranteeing the scientific and rigorous research conclusions of this paper.
