京津冀协同发展背景下唐山政府决策中的公民参与研究

【摘要】:随着京津冀协同发展上升为国家重大战略,河北面临着新的机遇和挑战。2015年京津冀发展报告指出:京津冀一体化的实现,要把握好高端协调和地方作为的协同,这在于各方对创新信息的共享和创新决策权的合理分配。同时,在协同创新体制机制上也要采取多方参与原则,实现决策科学性和民主性的有机统一。在这个背景下,作为京津冀城市群重要节点城市的唐山,需要把自身发展放在京津冀一体化的大格局中来谋划和推进,唐山政府从大局着眼,结合自身实际,进一步做出规划和公共决策。而在这个过程中是否有公民参与,是其决策是否合理、合法和可行的重要前提。京津冀协同发展的背景下京津两地的公民参与实践显著,而唐山公民并没有真正的参与到公共决策这个过程中。对唐山公民参与公共决策的现状进行调查,发现其中存在的问题及原因,并对其提出可行性建议,对完善唐山政府科学决策、加强政府与公民良性互动、促进京津冀协同发展具有重要的理论和实践意义。文章首先运用治理理论、民主协商理论作为理论支撑,通过对理论的分析为完善京津冀协同发展背景下唐山公民参与到政府决策起到基础性作用。其次,介绍了国内外和皖江城市带、珠江三角洲区域发展和京津两地中的公民参与以及京津冀一体化对公民的要求,为唐山公民在京津冀协同发展的背景下更好的参与到政府决策提供了借鉴意义。再者,通过案例和问卷形式找出唐山市公民参与的问题,包括对京津冀一体化了解基础薄弱、参与主动性自觉性不高、不能及时有效表达、反馈率低、社会团体等非政府组织不健全等。并从七个方面剖析了唐山市公民参与存在问题的成因:唐山城市特点、宣传力度不够,缺乏有效的信息共享、公民自身能力素质不高、传统政治文化思想的束缚、公民参与制度不健全、法律不完善、参与渠道不完善等。最后,提出完善唐山市公民参与的对策,通过对唐山公民加强京津冀一体化的宣传、培养唐山民众的参与意识,提高自身能力、构建参与式政治文化、实现公民参与的制度化程序化法制化、拓宽参与渠道来确保公民能更好地参与到唐山政府决策、更好地融入京津冀一体化的发展趋势中。
[Abstract]:As the coordinated development of Beijing-Tianjin-Hebei has become a major national strategy, Hebei is facing new opportunities and challenges. The 2015 Beijing-Tianjin-Hebei Development report pointed out: in order to realize the integration of Beijing-Tianjin-Hebei, it is necessary to grasp the coordination of high-end coordination and local action. This lies in the sharing of innovation information and the rational distribution of innovation decision-making power. At the same time, the principle of multi-participation should be adopted in the system mechanism of cooperative innovation to realize the organic unity of scientific and democratic decision-making. Under this background, Tangshan, as an important node city of Beijing-Tianjin-Hebei urban agglomeration, needs to plan and promote its own development in the great pattern of integration of Beijing-Tianjin-Hebei. Further planning and public decision-making. Whether there is citizen participation in this process is an important prerequisite for its decision-making to be reasonable, legal and feasible. Under the background of the coordinated development of Beijing, Tianjin and Hebei, the practice of citizen participation in Beijing and Tianjin is remarkable, but the citizen in Tangshan is not really involved in the process of public decision. This paper investigates the present situation of citizens' participation in public decision-making in Tangshan, finds out the existing problems and causes, and puts forward some feasible suggestions to perfect the scientific decision-making of Tangshan government and strengthen the benign interaction between the government and citizens. It is of great theoretical and practical significance to promote the coordinated development of Beijing, Tianjin and Hebei. Firstly, the article uses governance theory, democratic consultation theory as theoretical support, through the analysis of the theory to perfect the background of the coordinated development of Beijing-Tianjin-Hebei, Tangshan citizens to participate in the government decision-making plays a fundamental role. Secondly, it introduces the requirements of the integration of Beijing, Tianjin and Hebei, including the domestic and foreign countries, the urban belt of Anhui River, the regional development of the Pearl River Delta, the participation of citizens in Beijing and Tianjin, and the integration of Beijing, Tianjin and Hebei. It provides a reference for Tangshan citizens to participate in government decision better under the background of Beijing, Tianjin and Hebei coordinated development. Furthermore, through cases and questionnaires to find out the problems of citizen participation in Tangshan, including the weak understanding of Beijing-Tianjin-Hebei integration, the lack of initiative consciousness, the lack of timely and effective expression, and the low feedback rate. Non-governmental organizations, such as social groups, are not sound and so on. It also analyzes the causes of the problems of citizen participation in Tangshan from seven aspects: the characteristics of Tangshan city, the lack of propaganda, the lack of effective information sharing, the low quality of citizens' own ability, and the shackles of traditional political and cultural thoughts. The system of citizen participation is not perfect, the law is not perfect and the channel of participation is not perfect. Finally, the author puts forward the countermeasures to perfect the citizen participation in Tangshan city. Through the propaganda of the integration of Beijing-Tianjin-Hebei, the citizens of Tangshan should be trained to participate in the consciousness, improve their own ability and build a participatory political culture. To realize the institutionalization of citizen participation and to expand the channels of participation to ensure that citizens can better participate in the decision-making of the Tangshan government and better integrate with the development trend of the integration of Beijing, Tianjin and Hebei.
