“多规合一”改革的成效、挑战与路径选择——以嘉兴市为例

【摘要】：受"条块分割"行政体制影响,我国市域范围内各类规划编制普遍存在"分散化"、"碎片化"和"交叉化"的现象,造成城市空间管理无序、土地资源浪费、生态环境失衡等诸多不良后果。为此,国家发改委、国土资源部、环保部、住建部于2014年8月联合发文,确定在28个市县开展"多规合一"试点改革。本文以嘉兴市为研究对象,考察"多规合一"改革的实践进展与成效,厘清"多规合一"改革面临的现实挑战,进而提出深化"多规合一"改革的路径选择,以期对优化区域空间规划体系、提高城市资源利用效率和促进城乡二元结构的统筹发展有所裨益。
[Abstract]:Under the influence of the administrative system of "fragmentation", the phenomenon of "decentralization", "fragmentation" and "intersecting" exists in all kinds of planning in the city area of our country, which results in the disorder of urban space management and the waste of land resources. Ecological environment imbalance and many other adverse consequences. To this end, the National Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Environmental Protection and the Ministry of Housing and Construction jointly issued a paper in August 2014, confirming the implementation of a pilot reform of "integration of multiple rules" in 28 cities and counties. Taking Jiaxing City as the research object, this paper investigates the progress and effect of the reform of "multiple rules in one", clarifies the practical challenges facing the reform of "multiple rules in one", and then puts forward the choice of the path to deepen the reform of "multiple rules in one". It is beneficial to optimize the regional spatial planning system, improve the efficiency of urban resource utilization and promote the overall development of urban-rural dual structure.
