传统行政文化对我国行政改革影响研究

【摘要】：自党的十八大召开以来,中央明确了今后的改革目标,部署了未来改革的路线、任务,引起了社会各界的关注。2015年是改革元年,中央出台了多项改革措施,简政放权,理顺政府和市场之间的关系,推进司法体制改革,加大反腐败力度,创新监督机制。目前,中国已经步入改革的深水区,政府传统的管理理念、管理方式和管理思维已经无法适应社会的进步需求,党的十八大已经绘就了全面建成小康社会的宏伟蓝图,为了实现这一宏伟目标,政府加快进行行政改革的步伐已刻不容缓。一种行政体制的建立,必然要构建相对应的行政文化,良好的行政文化能够有效的推动行政改革,只有继承了优秀的行政文化,政府方能担当起推动社会发展的重任,政府作为行政主体,其思想和行为将对行政改革产生深远影响。中国拥有五千年的悠久历史,这其中不乏优秀的行政文化,对当前行政改革具有积极影响,诸如“以民为本”的民本位思想、德治思想、以和为贵的“贵和思想”以及“廉政”思想等等,这在很大程度上有利于推动当前行政改革,但同时,受封建残余思想的影响,也存在一些不良行政文化,诸如“官僚主义”思想、“父母官”思想、“人治”主义,这些封建传统文化在某种程度上制约当前的行政改革。如何去其糟粕,取其良莠,继承发扬优秀的传统行政文化,摒弃不良的文化影响,推动当前行政改革,我认为是当前改革阶段面临的重大任务。针对于当前形势,我们应该采取相应的措施,大力倡导优秀的行政文化,构建适宜行政改革的行政文化,通过行政文化的构建,营造行政改革的良好氛围,从而促进行政改革的顺利进行,为此,我们应该继承发扬优秀的传统文化,积极寻找当代行政文化的先进理念、弘扬党风廉政文化三个方面入手,更好的推动行政改革。
[Abstract]:Since the 18th National Congress of the Party, the Central Committee has defined the future reform objectives, deployed the future reform lines and tasks, and aroused the attention of all sectors of society. 2015 is the first year of reform, and the central government has introduced a number of reform measures to streamline the decentralization of power. Straighten out the relationship between the government and the market, promote the reform of the judicial system, strengthen the anti-corruption efforts, and innovate the supervision mechanism. At present, China has entered the deep water area of reform. The traditional management concepts, management methods and management thinking of the government can no longer meet the progressive needs of society. The 18th National Congress of the Party has drawn a grand blueprint for building a well-off society in an all-round way. In order to achieve this grand goal, the government speed up the pace of administrative reform has been urgent. The establishment of an administrative system is bound to build a corresponding administrative culture. A good administrative culture can effectively promote administrative reform. Only by inheriting excellent administrative culture, can the government take on the important task of promoting social development. As the administrative subject, the government's thought and behavior will have a profound influence on the administrative reform. China has a long history of five thousand years, among which there is no lack of excellent administrative culture, which has a positive impact on the current administrative reform, such as the "people-oriented" thought of "people-oriented" and the idea of rule by virtue. The idea of "noble harmony" and "clean government", which is valued at peace, is to a great extent conducive to the promotion of current administrative reform, but at the same time, there are also some undesirable administrative cultures affected by the remaining feudal ideas. Such as "bureaucracy", "parents", "rule by man", these feudal traditional culture to some extent restrict the current administrative reform. How to get rid of the dross, select the good and bad, inherit and carry forward the excellent traditional administrative culture, abandon the bad cultural influence, and promote the current administrative reform, I think is the important task facing the current reform stage. In view of the current situation, we should take corresponding measures to advocate the excellent administrative culture, construct the administrative culture suitable for the administrative reform, and create a good atmosphere for the administrative reform through the construction of the administrative culture. In order to promote the smooth progress of the administrative reform, we should inherit and carry forward the excellent traditional culture, actively look for the advanced concept of the contemporary administrative culture, carry forward the party style and clean government culture in three aspects, and better promote the administrative reform.
