地方政府核应急响应执行程序研究

【摘要】：根据目前我国核电厂应急计划的现行标准、内容和执行情况,考虑核电厂进入应急状态后应采取的应急响应行动、各应急响应行动的特性、执行各应急响应行动的先后秩序,提出地方政府核应急响应执行程序应包括的主要内容和具体流程,明确地方政府的组织权限、人员职责、物质分配和优先事项。
[Abstract]:According to the current standards, contents and implementation of the emergency plan for nuclear power plants in China, considering the emergency response action to be taken after the nuclear power plant enters an emergency state, the characteristics of each emergency response action, and the order of the implementation of each emergency response action, This paper puts forward the main contents and specific procedures of the local government's nuclear emergency response execution procedure, and clarifies the local government's organizational authority, personnel responsibility, material distribution and priority.
