基于政策量化分析的高校创新创业培育体系政府行为研究

【摘要】：随着我国经济发展进入新常态,创新创业成为了推动中国经济结构加速转型的科学途径。2015年《政府工作报告》中提出将“大众创业、万众创新”打造成经济增长的新引擎,面向大学生制定创业引领计划,加强创业教育,鼓励大学生到新兴产业中创业。在高等学校中开展创新创业教育,向社会输送更多的高素质专门人才,有利于创新创业经济的发展。目前我国高校创新创业教育形成了一个包括高等学校、政府、企业、家庭、个人等在内的多主体培育体系,研究高校创新创业培育体系中的政府行为,明确培育体系中的政府角色、政府行为作用范围、政府职能,对促进培育体系的发展、推进创新创业和建设创新型国家具有重要意义。本论文以主体教育理论、有限政府理论、新公共服务理论为理论基础,首先分析了目前高校创新创业培育体系的现状,着重介绍了政府在其中引导其他参与主体的发展过程中,在政策制定、资金支持、公共服务、职能发挥等四个方面的现状。其次,运用政策文献计量的方法对政府行为的依据——政府政策做出分析。论文选取1998年至2016年期间我国中央政府层面颁布的高校创新创业教育政策文本,主要从政策文献的时间演进、府际关系、内容范围和类型等四个方面建立分析维度,在此基础上对每个维度进行量化分析,着重对不同演进维度下的政府行为作用范围和政府职能、不同政府行为作用范围下的政府职能进行了分析。最后,归纳出目前政府行为存在的问题,并提出相关的优化建议。
[Abstract]:As China's economic development enters the new normal, innovation and entrepreneurship have become a scientific way to accelerate the transformation of China's economic structure. In the 2015 "Government work report", it is proposed that "mass entrepreneurship, mass innovation" should be built into a new engine of economic growth. To set up entrepreneurial guidance plan for college students, strengthen entrepreneurship education, and encourage college students to start their own businesses in new industries. Carrying out innovative entrepreneurship education in colleges and universities and conveying more high quality specialized talents to the society is beneficial to the development of innovative and entrepreneurial economy. At present, innovative entrepreneurship education in colleges and universities in China has formed a multi-subject cultivation system, including institutions of higher learning, government, enterprises, families, individuals, and so on. It is of great significance to clarify the role of government, the scope of government action and the function of government in the cultivation system, to promote the development of cultivation system, to promote innovation and entrepreneurship, and to build an innovative country. Based on the theories of subject education theory, limited government theory and new public service theory, this paper first analyzes the current situation of the innovation and entrepreneurship cultivation system in colleges and universities, and introduces the development process of the government guiding other participants in it. In the policy-making, financial support, public services, the function of the four aspects of the current situation. Secondly, use the method of policy literature measurement to analyze the basis of government behavior-government policy. From 1998 to 2016, this paper selects the policy text of innovation and entrepreneurship education in colleges and universities promulgated by the central government from 1998 to 2016, mainly from four aspects: the time evolution of policy literature, the relationship between governments, the scope and type of content, and the analysis dimension. On this basis, the quantitative analysis of each dimension is carried out, focusing on the scope of government action and government function under different evolution dimensions, and the government function under different government action scope. Finally, the problems existing in the current government behavior are summarized, and relevant optimization suggestions are put forward.
