全面推进政务公开:内涵诠释、实践特色与发展理路

【摘要】：当前政策语境下的政务公开是一个包含了政府信息公开、过程公开和政府数据开放的概念集合。它是指行政机关以及法律、法规和行政规章授权或委托的组织就自身的机构设置、法律依据、权力运作过程以及管理情况依法向社会发布,并接受其参与和监督的过程。这一概念的形成是政务公开随历史演进不断深化的结果。其特征主要表现为公开主体和公开内容的全覆盖、公开渠道的多元整合以及公民角色积极活跃。在实践方面,目前省级政府主要是从细化政务公开内容边界和实施程序、拓展政务公开渠道,深化公民参与三个维度出发进行创新。精细化、集约多元以及参与是未来政务公开工作深化拓展的重要方向。
[Abstract]:In the context of current policy, government affairs openness is a set of concepts including government information disclosure, process openness and government data openness. It refers to the process that the administrative organs and the organizations authorized or entrusted by laws, regulations and administrative regulations issue to the society according to law the establishment of their own institutions, the legal basis, the process of power operation and the management situation, and accept their participation and supervision. The formation of this concept is the result of the deepening of government affairs openness along with the evolution of history. The main features are the full coverage of the open subject and the open content, the pluralistic integration of the open channel and the active role of the citizen. In practice, at present, the provincial government mainly from the refinement of the content of open government and implementation procedures, expand the open channels of government affairs, deepen citizen participation in the three dimensions of innovation. Refinement, intensive diversity and participation are important directions for deepening and expanding the work of open government affairs in the future.
