四十年来国务院文化类管理机构的演变与前瞻

【摘要】:通过对国务院文化类管理机构改革历程的回顾可以发现,近四十年来国务院文化类管理机构在改革地位、机构整合等方面经历了显著变迁,展现出变迁的总趋势是建立有机的大部门制。变迁过程还展现了国务院文化类管理机构的内部演化特征,即在职能转变上的市场化、分权化和服务化趋势,内部设置上存在辅助类部门合并、业务类部门叠加的演化逻辑,编制规模上存在先"精简"后"膨胀"的演变趋势。演变过程也揭示出进一步推动改革仍面临大部门的扩张边界、与党宣系统的关系、职能融合与整合方式、职能转变与内部流程再造等制度性约束,未来的改革需要立足于顶层设计并突破这些约束。
[Abstract]:By reviewing the history of the reform of the cultural management organization of the State Council, we can find that the cultural management organization of the State Council has undergone remarkable changes in the reform status and organizational integration in the past 40 years. It shows that the general trend of change is the establishment of organic large-sector system. The process of change also shows the internal evolution characteristics of the cultural management organization of the State Council, that is, the trend of marketization, decentralization and service in the transformation of functions, and the evolutionary logic of the merger of auxiliary departments and the superposition of business departments in the internal setting. On the scale of the establishment, there is an evolution trend of "streamlining" and then "expanding". The evolution process also reveals that the further promotion of reform still faces the expansion boundary of large departments, the relationship with the propaganda system of the Party, the integration and integration of functions, the transformation of functions and internal process reengineering and other institutional constraints. Future reforms need to be based on top-level design and break through these constraints.
