新媒体语境下的中国官员微博研究

【摘要】:随着信息技术的快速发展,以网络为信息载体的新媒体日益兴盛,给社会生活的各个方面带来巨大影响。微博作为典型的社会化新媒体,成为继新闻网站、论坛、博客之后网络舆论的重要来源。在这样的背景下,全国各级政府机构和公务人员纷纷开通微博,政务微博在我国蓬勃发展起来。官员微博作为政务微博的重要组成部分,一方面因其传播主体的公职身份而具有鲜明的公共属性,另一方面其作为官员的个人媒体又带有一定的私人属性。官员微博公共、私人属性共存的特点使其成为社会管理和官民互动的高效平台。同时,作为官方舆论场和民间舆论场的沟通桥梁,在信息公开与政务透明、舆论引导与危机应对方面有着不可比拟的作用。 本文从传播学视角出发,运用了传播学、社会学、管理学和政治学等多学科理论,采用文献调查、内容分析和个案研究等传播学研究方法,将官员微博从政务微博中分离出来,从宏观上进行深入分析,对其进行概念的界定、传播过程的解析,并从社会管理创新角度分析了其在重大公共事件中发挥作用的必要性、可能性以及具体措施,最后客观分析了目前官员微博存在的问题,提出应对建议,并对官员微博的发展趋势做出展望。希望能对新媒体语境下中国官员微博的应用和发展做出贡献。
[Abstract]:With the rapid development of information technology, the new media with the network as the information carrier is flourishing day by day, which brings great influence to all aspects of social life. Weibo, as a typical socialized new media, has become an important source of public opinion after news websites, forums and blogs. Against this background, government agencies and civil servants at all levels of the country have opened Weibo, and the state affairs Weibo flourished in our country. As an important part of the government, Weibo has a distinct public attribute because of his official status, on the other hand, his personal media as an official has a certain private attribute. The coexistence of public and private attributes of official Weibo makes it an efficient platform for social management and government-people interaction. At the same time, as the bridge between official public opinion field and folk public opinion field, it plays an incomparable role in information openness and transparency of government affairs, public opinion guidance and crisis response. Based on the theory of communication, sociology, management and political science, this paper uses the methods of literature investigation, content analysis and case study to separate official Weibo from government Weibo. From the macro perspective, this paper analyzes the definition of the concept, the process of communication, and analyzes the necessity, possibility and concrete measures of its role in the major public events from the perspective of social management innovation. Finally, the paper objectively analyzes the existing problems of official Weibo, puts forward some suggestions, and forecasts the development trend of official Weibo. I hope to contribute to the application and development of Weibo, a Chinese official in the context of new media.
