深圳市福田区社会组织发展问题及对策研究

【摘要】：社会组织,是介于政府和企业之间的一种组织形态,不以营利为目的而以促进公众利益或兴办公益事业为终极目标,专门提供不能由政府及企业充分提供的公共服务和公共产品。社会组织健康发展和积极作为,是社会文明进步的重要标志。目前社会组织已经在推动经济增长、社会和谐稳定中发挥着日益重要的作用。深圳是我国改革开放的先行之地,福田区作为深圳的中心区,一直都非常重视培育和扶持社会组织。本文将研究对象框定于深圳市福田区的社会组织,通过分析研究发现,福田区的社会组织发展稳定且增长速度很快,具有较好的发展基础,但是仍然在外部环境、内部治理、公众认知等三个方面存在不少问题,社会组织要继续深入发展仍任重道远。要解决这些问题,可以借鉴一些社会建设基础较好的城市或地区,如:香港、上海和新加坡,根据福田区实际情况,可以从体制改革、扶持政策等方面为社会组织发展营造良好的外部环境,同时注重提升社会组织内部治理和吸纳人才的能力,扩大社会对社会组织的认知度,帮助福田区社会组织走出困境。本文主要采用文献分析、对比分析和综合分析相结合的方法进行研究。从论文的结构来看,本研究主要由四部分组成。第一部分是绪论,主要阐述课题的研究背景与文献回顾,研究方法及研究内容。第二部分是深圳市福田区社会组织发展现状、存在问题及原因分析。第三部分整理罗列了其他国家或地区的社会组织发展经验,探索福田区社会组织的发展之道。第四部分是对完善福田区社会组织发展提出针对性建议。
[Abstract]:Social organization is a kind of organization form between government and enterprise. The ultimate goal of social organization is not to promote the public interest or to set up public welfare. Specialized in the provision of public services and public goods that cannot be adequately provided by governments and enterprises. The healthy development and positive action of social organization is an important symbol of social civilization progress. At present, social organizations are playing an increasingly important role in promoting economic growth and social harmony and stability. Shenzhen is the leading place of China's reform and opening up. As the center of Shenzhen, Futian has always attached great importance to fostering and supporting social organizations. In this paper, the object of study is defined as the social organization in Futian District of Shenzhen City. It is found that the social organization in Futian District has a stable development and a rapid growth rate, which has a good foundation for development, but it is still in the external environment and managed internally. There are many problems in the three aspects of public cognition, and social organizations still have a long way to go before their further development. To solve these problems, we can draw lessons from cities or regions with relatively good social construction, such as Hong Kong, Shanghai and Singapore. According to the actual situation in Futian District, we can reform the system. Support policies and other aspects for the development of social organizations to create a good external environment, at the same time pay attention to enhance the internal governance of social organizations and the ability to attract talents, expand the social awareness of social organizations, help the Futian District social organizations out of the predicament. This article mainly uses the literature analysis, the contrast analysis and the synthesis analysis unifies the method to carry on the research. From the point of view of the structure of the thesis, this research mainly consists of four parts. The first part is the introduction, which mainly describes the research background and literature review, research methods and research content. The second part is the development of social organizations in Futian District of Shenzhen City. The third part lists the development experiences of social organizations in other countries and regions, and explores the development of social organizations in Futian District. The fourth part is to improve the development of social organizations in Futian District put forward targeted recommendations.
