【摘要】：消除贫困、改善民生、实现共同富裕,是社会主义制度的本质要求。改革开放特别是国家实施振兴东北老工业基地和西部大开发以来,自治区党委、政府带领全区人民,不断推进扶贫攻坚事业,农村牧区经济社会发展明显加快,贫困现象明显缓解,最低生活保障制度基本建立,自我发展能力显著增强。但我区还没有根本改变欠发达的基本区情,社会、经济、教育、产业等各方面发展水平不高,发展不平衡、不协调问题突出。困难地区特别是集中连片特困地区发展比较滞后,城乡和区域发展差距仍在拉大,发生比率高、贫困人口基数大、致贫原因复杂,扶贫攻坚任务还非常艰巨。本文的目的是通过对科右前旗贫困现状、发展概况、扶贫措施等方面的研究,分析并找出其致贫的根本原因,提出因地制宜的扶贫开发政策措施,为今后我区和科右前旗扶贫开发工作提供借鉴依据。文章共有6个部分,其中导论介绍了研究的背景和意义、国内外创新不足和研究现况等；第一部分介绍科右前旗的基本情况以及贫困所带来的负面影响；第二部分全面分析科右前旗贫困的制约因素；第三部分借鉴国内外扶贫开发的主要经验做法；第四部分提出扶贫开发政策措施体系构建；结语部分对文中观点进行了简要总结。
[Abstract]:Eliminating poverty, improving people's livelihood and realizing common prosperity are essential requirements of socialist system. Since the implementation of the reform and opening up policy, especially since the state implemented the revitalization of the old industrial base in northeast China and the large-scale development of the western region, the party committees and governments of the autonomous region have led the people of the whole region to continuously push forward the cause of tackling poverty relief, and the economic and social development of the rural Poverty has been significantly alleviated, the minimum living security system has been basically established, and the ability to develop oneself has been significantly enhanced. However, our region has not fundamentally changed the underdeveloped basic conditions, social, economic, education, industry and other aspects of the development level is not high, development imbalance, uncoordinated problems. The development of difficult areas, especially those with special difficulties, is lagging behind, the gap between urban and rural areas and regions is still widening, the incidence rate is high, the base of the poor population is large, the causes of poverty are complex, and the task of helping the poor is still very arduous. The purpose of this paper is to analyze and find out the root causes of poverty by studying the present situation of poverty, the general situation of development and the measures of poverty alleviation in the front banner of science and technology, and to put forward policies and measures for poverty alleviation and development in accordance with local conditions. It provides reference basis for the poverty alleviation and development work of our region and the right front banner of science in the future. There are six parts in this paper, including the introduction of the background and significance of the research, the lack of innovation at home and abroad and the current situation of the research, etc. The first part introduces the basic situation of the front banner and the negative impact of poverty. The second part comprehensively analyzes the constraints of poverty in the front banner of the section; the third part draws lessons from the main experiences and practices of poverty alleviation and development at home and abroad; the fourth part puts forward the policy and measures system of poverty alleviation and development; the conclusion part briefly summarizes the views of the paper.
