福山的治理理论及其局限

【摘要】：福山将治理定义为政府制定和执行法规、提供服务的能力,他主张通过能力和自主性两方面对治理进行衡量。他认为,这一分析框架可以很好地解释低收入国家倾向于减少官僚自主性,而高收入国家试图扩大官僚自主性的谜题。一些学者对福山的治理理论提出了质疑,认为他缩小了治理的内涵,有意和不当地把规范性标准排除在治理的定义之外,并从国家中心论的视角将治理限定在行政机构内部。福山在回应中指出,他之所以没有将"民主"纳入治理的概念,是因为民主与国家绩效之间的关系应该在经验的基础上进行评估,而不能先验地断言民主是善治的一部分。在分析中国的治理时,福山的理论蕴含着强烈的政治偏见,同时他所提出的"良性政治秩序"的理论框架也不适用于中国。
[Abstract]:Fukuyama defines governance as the government's ability to make and enforce regulations and provide services. He advocates measuring governance through capacity and autonomy. He argues that this analytical framework is a good explanation of the puzzle that low-income countries tend to reduce bureaucratic autonomy, while high-income countries try to expand bureaucratic autonomy. Some scholars question the governance theory of Fukuyama, think that he narrows the connotation of governance, intentionally and improperly excludes the normative standard from the definition of governance, and limits governance to the administrative organ from the angle of state center theory. In response, Fukuyama pointed out that he did not include "democracy" in the concept of governance because the relationship between democracy and national performance should be evaluated on the basis of experience, rather than a priori assertion that democracy is part of good governance. In the analysis of China's governance, Fukuyama's theory contains strong political prejudice, and his theoretical framework of "benign political order" is not applicable to China.
